About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking a Site Security Manager (SSM) to provide construction site security surveillance services for the P222 project at Naval Station Norfolk. The solicitation requires a full-time professional to develop and implement a Construction Security Plan in compliance with Intelligence Community Directive (ICD) 705 and Department of Defense security standards. Qualified candidates must possess an active TOP SECRET Facility Clearance, U.S. citizenship, 5 years of security experience related to ICD-705 construction, and 3 years of experience as a Site Security Manager. The evaluation will be conducted in two phases, with non-price factors being significantly more important than price, focusing on Facilities Clearance and Technical Approach in Phase I, and Past Performance and Price in Phase II. Proposals are due by February 17, 2025, at 11:00 AM EST, with the solicitation number N0018925Q0065.
The contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS 561612 with a size standard of $29M. The contract includes a 12-month base period with four 12-month option periods and a potential 6-month extension, with work primarily performed at Naval Station Norfolk and minimal travel (up to 5%) to Virginia Beach. While no incumbent contractor is explicitly named, the solicitation requires the SSM to coordinate with various government security entities including Special Access Program Central Office (SAPCO), Navy Special Security Office (SSO Navy), Security Accreditation Official (SAO), and Project Security Official (PSO). The contract will involve monitoring construction security compliance, maintaining security documentation, and conducting periodic inspections to ensure adherence to specialized security protocols. Performance will be evaluated using a detailed Past Performance Report Form that assesses six key performance areas including workforce retention, quality of contract requirements, and contractor responsiveness.
