PWS section 7 states “Primary hours of work will include a standard 8-hour workday with one half hour for lunch in conjunction with the construction or maintenance contractor’s schedule. Normal workday hours will be scheduled any time between 0600 and 1800. May include work on Saturdays and Sundays. Adjustments to working hours due to extenuating construction activities, like concrete pours, may be required.”
The sentence "may include work on Saturdays and Sundays" is vague and hard to fit into a price model.
1. Will the government please provide an approximated number of Saturdays and Sundays per base and option periods, along with estimated workings hours for Saturday and Sunday the SSM expected to be on site per year?
It’s often difficult to determine weekend work when it comes to construction. The weather alone can dictate the schedule. In order to accommodate this, the PWS has been updated for a flexible 40 hour work schedule Sunday through Saturday, the majority of work days are an 8 hour day falling between the hours of 0600 to 1800.
1. Will the Government allow the contractor to propose a separate weekend/overtime rate for the unknown efforts?
Regarding the topic of overtime and irregular working hours/days. The NAVSUP FLC Norfolk Fleet Directorate does not differentiate the need for irregular working hours/days or additional hours under the designation of “Overtime”. Under the Firm Fixed Price contract model, hours that have historically been necessary to accomplish the objectives within the PWS are listed and calculated into the level of effort and assumed to be static. Therefore, it is incumbent upon the contractor to account for the stated level of effort and objectives listed in the PWS and determine the appropriate number of hours required, accounting for and complying with all applicable federal laws.
1. FCL Sponsorship Clarification (Page 74 of Solicitation): Would the government consider a proposal from a bidder that requires FCL sponsorship when company leadership (CEO and Owner) holds the required clearance?
The offeror shall provide verification that it possesses an active Facility Clearance (FCL) of TOP SECRET at the time of their submission.
1. CSP Implementation for Multiple Sites (Section 3.1): Since there may be multiple construction sites under concurrent operations, can you confirm if the Construction Security Plan (CSP) needs to be tailored individually for each site, or will one comprehensive CSP suffice for all sites involved in the project?
To prevent delay on the project, the Special Security Officer has created and submitted the CSPs.
Per the SSO:
“This project has two different accrediting authorities (AO). SSO Navy views this project as two separate facilities and requires each facility to have its own CSP. The other AO views this project as one project/facility and requires only one CSP. I have completed all three CSPs and submitted them to the appropriate AOs for review and approval. All three CSPs are VERY similar.”
The PWS has been updated to reflect this change.
1. Security Equipment Responsibility (Section 3.1): The requirements state that the contractor is responsible for providing security equipment such as special security equipment specified by the SAO or SSO. Could you clarify if the government will provide any security equipment, or is it solely the contractor’s responsibility to procure all necessary items?
The contractor will be solely responsible for providing all required security equipment specified by the SAO or SSO.
1. NAICS Code Clarification for SDVOSB Eligibility (Page 77 of Solicitation): Is it mandatory for the Offeror to be a Service-Disabled Veteran-Owned Small Business (SDVOSB) specifically under NAICS 561612, or would eligibility be considered if the Offeror is a SDVOSB under a different NAICS code?
In order to be eligible for award, the Offeror shall be a Service Disabled Veteran Owned Small Business (SDVOSB) under NAICS 561612.
