| Enter general unclassified description of this procurement.: The purpose of this requirement is to provide a Site Security Manager (SSM) to oversee construction security surveillance services on Naval Station Norfolk, VA to support a secure construction project In-Accordance-With (IAW) the Intelligence Community Directive (ICD) 705, Department of Defense (DoD), Department of the Navy (DoN), and DoN Special Access Program Control Office (DoN SAPCO) policies. The SSM is responsible to the ACCLOGWING Special Security Officer (SSO) as the single point of contact regarding Special Compartmented Information Facility (SCIF) and Special Access Program Facility (SAPF) construction security at the project site and responsible for development and submission of the Construction Security Plan (CSP) to the SSO for approval. The SSM will implement all aspects of the CSP. The SSM will participate in meetings, in-progress reviews, and working groups to ensure successful accreditation of SCIF/SAPF spaces. The SSM is required to have and maintain a favorably adjudicated TOP SECRET security clearance throughout the duration of the project. |

| text: The SSM will report to the ACCLOGWING Special Security Officer (SSO) on all aspects of the project to include the development and review of Fixed Facility Checklist – update required fields, development and review of TEMPEST Checklist form B – update required fields, development and review of Construction Security Plan (CSP) – suggest revision based on phase of construction, review Design/Build schematics/plans for security concerns in facility design. Those documents, plans, and designs may be classified at CUI, Confidential, or SECRET when filled out. Other actions relevant to TEMPEST, CI, Procurement Protection, and Foreign Intelligence threat determinations and mitigation may require drafting or access to source material to develop plans or mitigation strategies. All documents to support accreditation will be forwarded to the ACCLOGWING SSO for review, and release authorization before any disclosure outside of the command. |
1. GENERAL.
1.1. All security classification specifications for this contract shall be administered as established by applicable Security Classification Guidance (SCG) available from the COR upon request or as needed in support of this contract. For items not covered by SCG, consult 32 Code of Federal Regulation Part 117, National Industrial Security Program Operating Manual (NISPOM), latest version, and applicable guidance referenced in Block 13 for items marked in Blocks 10 and 11. The Special Security Office of the Navy (SSO Navy) and/or DoN Special Access Program Control Office (DoN SAPCO) is the authority to resolve any conflicts in security guidance. Coordinate all requests through the Contracting Officer Representative (COR).
1.2. The Site Security Manager (SSM) shall possess a TOP SECRET security clearance in accordance with Intelligence Community Directive (ICD) 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities. The contractor shall be responsible for verifying employee clearances.
1.3. Visits. The contractor shall submit a GENSER visit request via DISS or follow-on system. The visit may not exceed one year, must list the COR as the POC, and include in notes the contract number and contractor security POC with email and phone number. The request must be delivered at least five (5) working days prior to the visit.
1.3.1. ACCLOGWING GENSER DISS SMO Code: N090526.
1.4. If a contractor employee’s access or eligibility is suspended, revoked, or subject to adjudication/re-adjudication for reason(s) other than routine periodic requirements, the contractor is responsible to ensure that the person is removed and replaced with an individual that can maintain the appropriate level of security clearance at the contractor's expense.

1.6. REF BLOCK 8. ACTUAL PERFORMANCE LOCATION(S). When work is performed at locations other than the contractor's facility, personnel shall abide by all host facility security requirements and SCG for which the host facility is cleared.
1.7. A Common Access Card (CAC) is required for individuals who require logical access to DoD computer networks and information systems and/or to perform work, which requires the use of a CAC, for installation entry control or physical access to facilities and buildings designated as an actual performance location for the contract.
1.8. Contractors will require accounts and access to the following Information Systems: NMCI NIPR (UNCLASSIFIED network), NMCI SIPR (SECRET network).
1.8.1. The knowledge of, generation, or production of NATO information is not required for performance on the contract.
1.8.2. A NATO awareness briefing is required since SIPRNET access is required for contract performance.
1.8.3. Requests for a CAC shall be forwarded to the COR for submittal by the Trusted Agent (TA) via the Trusted Associate Sponsorship System (TASS).
2. REF BLOCKS 10j. & 11i.
2.1. Controlled Unclassified Information including Legacy FOUO and Covered Defense Information (meeting the definition of DFARS Clause 252.204–7012 Safeguarding covered defense information and cyber incident reporting) generated and/or provided under this contract shall be marked and safeguarded as specified in DoD Instruction 5200.48, Controlled Unclassified Information (CUI) available at https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/520048p.PDF. Any product containing Covered Defense Information (CDI) shall be assigned the appropriate distribution statement using the criteria set forth in DoDI 5230.24, Distribution Statements on Technical Documents; and have this statement displayed per DoDI 5230.24, Enclosure 3-4.
2.2. All CDI, Legacy FOUO, and program CUI data transmitted and safeguarded via electronic means shall use approved encryption. The Contractor shall ensure that when transmitting CUI/Legacy FOUO/CDI over non-secure e-mail (e.g. not connected to the Navy Marine Corps Intranet through Broadband Unclassified Remote Access System / Virtual Private network), those transmissions are encrypted using Department of Defense Public Key Infrastructure (PKI), or an approved DoD External Certificate Authority, in accordance with Public Key Infrastructure & Public Key Enabling, DoDI 8520.02, 24 May 2011.
3. REF BLOCK 10.k, and 11.m,
3.1. Contractor will require access to blueprints and construction plans.
5. REF BLOCKS 10.e.2, Access and additional security specifications are as follows:
5.1. (U) All classified materials furnished in support of this contract remain the property of the DoD department or command that released it. Upon completion or cancellation of the contract, all classified materials shall be returned to the direct custody of the originator of the materials. Classified materials will be maintained at the actual place of performance only, removal or release of classified material requires advance approval via the COR.
5.2. Classified foreign intelligence materials must not be released to foreign nationals or immigrant aliens whether they are also consultants, U.S. contractors, or employees of the contractor regardless of the level of their security clearance, except with advance written permission from the originator.
5.3. Contractor personnel must not reproduce accountable classified material without advance approval of the releasing agency. If permission is granted, each copy will be controlled in the same manner as the original.
5.4. The Contractor must ensure each employee having access to classified material is fully aware of the special security requirements for this material.
5.5. Classification (including derivative/declassification) markings of documentation produced by the contractor shall be consistent with that applied to the information or documentation from which the new document was derived/prepared. If a compilation of information or a complete analysis of a subject appears to require a security classification other than that of the source documentation, the contractor shall assign the tentative security classification and requires instruction from the COR. Pending final determination, the material shall be safeguarded as required for its assigned or proposed classification, whichever is higher, until the classification is changed or otherwise verified.
6. SUBCONTRACT SPECIFICATION.
6.1. All DD Forms 254 prepared for subcontracts involving access to classified SCI and/or non-SCI intelligence information under this contract must be forwarded to the COR for approval and coordination with the Senior Intelligence Officer (SIO) for review and concurrence prior to award of the subcontract. Inquiries pertaining to classification/management of classified information will be directed to the COR.
