About this opportunity

The Department of the Interior Fish and Wildlife Service seeks grounds maintenance services at Klamath Falls National Fish Hatchery in Oregon, with proposals due September 10, 2026 at 1:00 PM Central Time and questions due September 4, 2026. This is a Total Small Business Set-Aside with Women-Owned Small Business (WOSB) preference.

Place of performance is 3745 Lower Klamath Lake Road, Klamath Falls, Oregon. The contractor must maintain approximately 1–2 acres of mowable grounds on the 31-acre hatchery property, including areas surrounding ponds, roadways, water pipe corridors (with 5-foot clearance on each side), buildings, equipment, and parking areas. Services include mowing, trimming, edging, debris removal, and seasonal cleanup occurring primarily March through October on a monthly basis—eight regular maintenance visits per contract period plus one spring cleanup and one fall cleanup. All work must occur during hatchery business hours (Monday–Friday, 7:00 a.m. to 4:00 p.m.) with hatchery personnel present. Chemicals, pesticides, and herbicides are prohibited due to hatchery and fisheries operations.

The base contract period runs September 22, 2026 through September 21, 2027, with four one-year option periods extending through September 21, 2031. This is a new requirement with no incumbent contractor. The procurement is firm-fixed-price, NAICS 561730 (Landscaping Services), PSC S208. Pricing must include all labor, supervision, equipment, tools, materials, transportation, disposal, overhead, and profit. Service Contract Labor Standards apply under Department of Labor Wage Determination No. 2015-5581, Revision 32. Award will be made using best-value evaluation considering technical capability, relevant experience, and price. Technical acceptability is Pass/Fail and requires demonstrating capability to perform work during specified hours, confirming no chemical use, and certifying quoted prices include all required costs. A site visit is available September 3 at 2:00 PM and must be coordinated with Kimberly Flanagan. Submissions must be emailed as three separate PDF files: a signed SF 1449, a completed Bid Schedule with vendor information and pricing for base and all option periods, and a Technical Submission. Contracting Officer is Tanner Frank (tanner_frank@ios.doi.gov).
