About this file

This is a Questions and Answers document for RFQ 140FS126Q0184 regarding grounds maintenance services at Klamath Falls National Fish Hatchery. The document clarifies solicitation requirements and resolves discrepancies identified by potential offerors.

Key clarifications include: this is a new requirement with no incumbent contractor; subcontractor experience may satisfy technical evaluation requirements if clearly identified, though prime contractor experience is weighted more favorably; Option Period 1 performance dates are September 22, 2027 through September 21, 2028; Wage Determination No. 2015-5581, Revision 32 (dated August 22, 2026) is the controlling wage determination for pricing; offerors must submit three separate PDF files consisting of a completed and signed SF 1449, a completed Bid Schedule, and a Technical Submission; the correct CLIN structure for pricing and invoicing is 0010 through 0050 as reflected on the SF 1449. The annual firm-fixed price includes eight regular grounds-maintenance visits per contract period (one visit per month from March through October) and one Spring Yard Clean-Up and one Fall Yard Clean-Up; additional growth-related visits beyond the eight regular visits are not included in the annual price. No secure on-site storage is available for contractor equipment, tools, or fuel, which must be removed daily. Offerors are responsible for verifying site conditions and service area quantities shown on attached maps, with an optional site visit available for verification purposes. Post-award submittal requirements are identified in the Statement of Work.

Questions and Answers

Grounds Maintenance Services - Klamath Falls National Fish Hatchery

1. Is there an incumbent or recompete for this requirement? If so, please provide the purchase order number, total value, and any changes from the previous scope.

There is no incumbent contractor and no contract to recompete.

2. May an offeror rely upon the relevant grounds-maintenance experience of its proposed, committed subcontractor to satisfy the technical evaluation requirements?

Yes. An offeror may submit the relevant grounds-maintenance experience of a proposed, committed subcontractor if the subcontractor's role and experience are clearly identified in the Technical Submission.

Direct relevant experience performed by the prime contractor will be considered stronger than experience attributable solely to a subcontractor.

3. The Statement of Work and Bid Schedule identify different Option Period 1 dates than the SF 1449.

Please confirm the correct performance dates.

The correct Option Period 1 performance dates are September 22, 2027 through September 21, 2028.

4. The solicitation's labor standards language references Wage Determination No. 2015-5581, Revision 30, while the attached wage determination is Revision 32. Which revision should offerors use for pricing?

Wage Determination No. 2015-5581, Revision 32, dated August 22, 2026, is the correct and controlling wage determination.

5. Is a completed and signed SF 1449 required, and how should the required documents be submitted?

Yes. Offerors shall submit three individual PDF files: a completed and signed SF 1449, a completed Bid Schedule, and the Technical Submission.

6. The Bid Schedule and SF 1449 use different CLIN numbering structures. Which structure should be used for the price proposal and future IPP invoicing?

The correct CLIN structure is 0010 through 0050 as reflected on the SF 1449

7. The Statement of Work provides for monthly service but states that additional services may be requested due to vegetation growth. Are additional visits included in the annual firm-fixed price, and how will they be compensated?

The annual firm-fixed price shall include eight regular grounds-maintenance visits per contract period, consisting of one visit per month from March through October. Additional growth-related visits are not included in the annual firm-fixed price.

8. How many Spring and Fall Yard Clean-Ups are required, and are they separate visits in addition to the regular monthly services?

One Spring Yard Clean-Up and one Fall Yard Clean-Up are required during each contract period. Each cleanup may be completed during the corresponding regular monthly visit, and a separate mobilization is not required

9. Will a secure on-site storage area be available for contractor equipment, tools, or fuel?

No. Contractor-owned equipment, tools, and fuel may not be stored on-site and must be removed at the end of each workday.

10. Please confirm the maintained acreage and whether the areas shown on the maps represent the complete service area.

Statement of Work and attached maps identify the complete service area. Quantities and dimensions are approximate, and offerors are responsible for verifying the site conditions and information necessary to accurately price the requirement. The optional site visit provides an opportunity to complete that verification.

11. Are there any post-award submittals that offerors should be aware of?

Yes. The Statement of Work identifies the applicable post-award submittal requirements.
