Offer Evaluation Information and Bid Schedule Summary

This document contains offer evaluation criteria and a bid schedule template for a Request for Quote (RFQ 140FS126Q0184) issued by the U.S. Department of Interior's Fish and Wildlife Service for grounds maintenance services at Klamath Falls National Fish Hatchery. Offers are due September 10, 2026 at 1300 Central Time, with an RFI deadline of September 4, 2026. Submissions must be emailed as two separate PDF files (Bid Schedule and Technical Submission) to Tanner_Frank@ios.doi.gov with the RFQ number in the subject line. A site visit is encouraged but optional and must be coordinated in advance with Kimberly Flanagan.

The procurement requires recurring grounds maintenance services including mowing, trimming, edging, weed eating, and vegetation maintenance for a base period from September 22, 2026 through September 21, 2027, with four optional one-year periods extending through September 21, 2031. Pricing is evaluated on a "lot" basis for each period, with vendors required to provide completed pricing for the base period and all option periods. The Government will conduct a best value tradeoff evaluation considering technical capability, relevant experience, and price, with authority to select a higher-priced offer if justified by superior technical qualifications. Technical acceptability is Pass/Fail and requires demonstrating capability to perform work during hatchery business hours, confirming that no chemicals, pesticides, or herbicides will be used, and certifying that quoted prices include all labor, supervision, equipment, tools, materials, transportation, disposal, overhead, and profit. All vendor information, including SAM.gov UEI and active registration confirmation, must be included in the Bid Schedule submission.
