About this opportunity

The Department of the Air Force Pacific Air Forces is seeking offers for operation and maintenance services of a Combined Heat and Power (CHP) plant located at Yokota Air Base, Japan, under solicitation FA520926Q0014. The contract requires 24-hour operation of four INNIO Jenbacher 616 cogeneration units along with associated heat recovery steam generators, balance-of-plant systems, and SCADA/microgrid components. Key requirements include providing qualified personnel with one to two years of experience and current INNIO training certifications (OPT 6, TJE, and TJM 6), maintaining a Project Manager and Assistant Project Manager during specified hours, performing routine maintenance per manufacturer specifications and Japan Environmental Governing Standards, and managing a reimbursable materials inventory with competitive procurement documentation. The Government will evaluate proposals using two factors of approximately equal importance: price (based on combined CLIN 0001 Operation and CLIN 0002 Maintenance pricing multiplied by 24 months) and technical acceptability (determined by employee list submission and affirmative responses to twelve technical capability questions). Award will be made to the lowest-priced, technically acceptable offeror. Questions regarding the solicitation must be submitted by April 22, 2026, at 4:00 p.m. Japan Standard Time, with responses provided to all offerors by April 28, 2026, and proposals are due by April 30, 2026, at 3:00 p.m. JST.

This is an unrestricted acquisition with no set-aside designation, and the incumbent contractor is Schneider Electric, which currently performs operation and maintenance work under a Long-Term Service Agreement and will continue LTSA activities including inspections and overhauls. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with a guaranteed minimum of $1,000 and a maximum of $8,983,000 for a 24-month performance period from June 1, 2026, through May 31, 2028, with an initial plan of two 12-month task orders. The facility has been operational for three years as part of a 21-year Energy Savings Performance Contract and requires 24-hour coverage with potential for retention of current operators through contractor negotiation. The place of performance is Yokota Air Base, Fussa-shi, Tokyo 197-8503, Japan, where contractor personnel will occupy workspace in Building 555 with utilities and support services provided by the Government, and the transition period from the incumbent contractor is scheduled for two weeks prior to the June 17, 2026, official contract start date.
