About this file
This is a Questions and Answers (Q&A) document for a Combined Heat and Power (CHP) plant operation and maintenance contract at Yokota Air Base. The document addresses 34 inquiries from prospective offerors regarding the facility's background, operational requirements, and technical specifications.
The CHP plant was constructed by YMC (subcontracted by Schneider Electric) from 2021 through November 2023. Schneider Electric currently performs operation and maintenance work and will continue Long-Term Service Agreement (LTSA) activities including inspections and overhauls. The plant has been operational for three years and serves as a critical component of a 21-year Energy Savings Performance Contract (ESPC). The new contract begins June 17, 2026, following a planned two-week transition period from the incumbent contractor. Operations require 24-hour coverage with potential for current operator retention through negotiation between contractors. The U.S. Government maintains overall operational oversight while the contractor manages day-to-day operations per ESPC directives and current Defense Logistics Agency (DLA) contract requirements. The CES Exterior Electrical Shop manages external power transmission and grid operations on base, while TEPCO supplies incoming power. Unscheduled maintenance activities have occurred during the operating period. Past inspection records, historical failure data, and reimbursable materials records are available upon request. Chemical storage is limited on-site with large quantities scheduled for delivery as needed. The assigned space in Building 555 allows contractor discretion for use as a resting or sleeping area. Several questions regarding Japanese electrical qualifications, operator numbers, shift structure, and annual O&M costs remain pending confirmation or are withheld as sensitive bidding information.
