About this opportunity
Portsmouth Naval Shipyard, under Naval Sea Systems Command, seeks rental of a trailer-mounted diesel-powered portable generator with integrated fuel tank, load bank, and isolation transformer in San Diego, California, with proposals due June 26 and solicitation number N3904026Q3124 issued as a Request for Quote under FAR Part 12.
This is full and open competition, not set-aside. Place of performance is San Diego, California, with F.O.B. Destination and acceptance at that location. The generator must deliver minimum 1,000 kW (1,250 kVA) standby power, maximum 1,250 kW (1,562.5 kVA), continuously for at least 12 hours on a single fuel tank, outputting 450–480 VAC at 60 Hz. The load bank must provide minimum 1,875 kVA at 0.8 power factor (2,134 kVA at 480 VAC), self-contained and freestanding. The isolation transformer must achieve at least 1 megohm to ground on the diesel side and 5 megohms on the secondary side. Equipment must be newly manufactured or completely refurbished within 10 years, NEMA 3R construction for seaside environments, NRTL-approved, with maximum generator width of 8 feet. Contractor must perform load testing upon delivery at 30%, 50%, and 100% load, with results submitted within 24 hours. The diesel must meet EPA non-road engine standards (40 CFR Part 1039) for Portsmouth Naval Shipyard or California CARB regulations (17 CCR 93116) with valid Portable Equipment Registration Program registration for Seal Beach detachment.
Performance spans three overlapping phases requiring a minimum of two complete equipment sets: Phase 1 (July 14–October 5, 2026, 12 weeks, with optional 4-week extension); Phase 2 (August 31, 2026–June 6, 2027, 40 weeks, with optional 4-week extension); Phase 3 (May 11–August 30, 2027, 16 weeks, with optional 4-week extension). NAICS 532490, small business size standard $40 million. The resulting contract carries DPAS DO-A3 rating. Evaluation prioritizes non-price factors (technical capability and past performance combined, rated Outstanding/Good/Acceptable/Marginal/Unacceptable) as significantly more important than price. Quotes rated Marginal or Unacceptable are ineligible. Vendors must submit technical approach limited to ten pages, up to two past performance examples from the last three years, and pricing by Contract Line Item Number.

AMENDMENT 1 - THIS AMENDMENT IS CORRECTING THE SAM.GOV SOLICITATION DEADLINE FROM 5:00 AMEST to 5:00 PMEST TO ALIGN WITH THE REST OF THE SOLICITATION DOCUMENTS. IN ADDITION THE BELOW Q&A HAS BEEN PROVIDED.
- Could you please provide the exact delivery address and installation location for the generator, isolation transformer, and load bank? PORTSMOUTH NSY DET SAN DIEGO, 140 SYLVESTER ROAD BUILDING 633, NAVAL SUBMARINE BASE POINT LOMA, SAN DIEGO, CA 92106-5000 UNITED STATES
- Please confirm the specific shipyard, pier, dock, or facility where the equipment will be deployed. Same as above.
- The SOW references providing backup power to a submarine. Could you please advise the name or class of the vessel/submarine that will be supported? Los Angeles class submarine.
- Please confirm the anticipated rental period and expected start date. This is specified in the Solicitation details as well as the SAM.gov posting.
- Will the Government provide fuel during operations, or should fuel supply be included in the contractor's scope? Yes, the Government / Project will supply the fuel.
- Are there any site-specific access, security, escort, or badging requirements that should be considered during pricing? The Government cannot advise on pricing. Delivery is to a controlled space and the driver and technicians will need to gain access to a government facility through routine base access standards. The COR will assist in this and the policy will be provided upon contract award.
- Please confirm whether the equipment will remain in a fixed location throughout the rental period or if relocation may be required during performance. Fixed location.
- Since there is limited space, I assume you want the Load bank brought in to test one day and after testing removed soon after? What is the norm for this operation? The COR will schedule the load bank delivery once the generator is in place – and the load bank can leave upon satisfactory testing.
- Please confirm whether a generator rated at exactly 1,000 kW standby is considered responsive, or whether the 100% load test requirement effectively requires a standby rating above the 1,000 kW minimum to be performed within the rated capacity of the unit. A generator rated at 1000KW is acceptable. The load test should be 100% of the generators rating.
