TSA's Requirements and Capabilities Analysis division seeks innovation across five Technical Topic Areas in two tracks: Track 01 addresses limited mobility screening, footwear screening, touchless alarm resolution, and emerging on-person technologies; Track 02 focuses on tabletop x-ray diffraction for alarm resolution. Proposals must demonstrate Technology Readiness Level 5 or higher for Track 01 and TRL 4 or higher for Track 02, with clear paths to practical TSA applications within 12–18 months.

Concept papers are limited to 15 pages and must address technical merit, relevance to TSA mission, operational utility, tasks, deliverables, expected government support, milestones, capabilities, and intellectual property considerations. Submissions must be unclassified and in Adobe or Microsoft Office formats (2007 or later); one concept paper cannot address multiple TTAs. Selected offerors will be invited to submit full proposals evaluated on technical approach, past performance, and price, with estimated contract awards by September 30, 2026. The government will award firm fixed-price contracts or bailment agreements. Contractors must comply with Section 508 accessibility, DHS cybersecurity policy including NIST SP 800-53 Rev. 5, configuration management, and Public Trust clearance. Questions must be submitted to Siobhan.Mullen@tsa.dhs.gov and Matthew.Coniglio@tsa.dhs.gov by May 11, 2026.
