About this file
This is a Government Response to Questions document for BAA 70T04026BAA7573N001, addressing clarifications submitted by prospective offerors regarding a TSA (Transportation Security Administration) solicitation.
The document clarifies key submission and evaluation requirements. Concept papers must be submitted separately for each Technical Topic Area (TTA); one concept paper cannot address multiple TTAs, and related concepts cannot be submitted across multiple TTAs even where capabilities overlap operationally. Concept papers may include diagrams in addition to text, with foldouts limited to 8.5 by 14 inches and counting as one page toward the overall page limit. The estimated price required in submissions must describe the funding needed to procure the proposed completed concept with a task breakdown for development. Award types are limited to firm-fixed price or bailment agreements; cost-plus-fixed fee and time-and-materials contracts are not available options. The government may assert data rights for software and algorithms developed under the BAA, with specific intellectual property rights to be determined during negotiations. Regarding scope, both research and development efforts to increase Technology Readiness Level (TRL) and demonstration of existing prototypes are acceptable, provided proposed solutions meet minimum TRL requirements. The TSA indicated interest in technologies that simplify Alarm Resolution processes and improve Transportation Security Officer efficiency, with potential future automation of object and material analysis functions. Concept papers should specify what TSA support the offeror is requesting, and offerors should refer to Section C.1.1 of the RFP for the tentative award schedule and feedback timeline between concept paper and full proposal phases.

Government Response to BAA 70T04026BAA7573N001 Question's Received
Question Government Response
Is this award intended to be used only for demonstration and evaluation of existing prototype systems or can research and development effort to increase the TRL or performance of the system be included as well? Either is applicable, dependent on solution proposed and ability to meet the TRL minimum requirements.
Is the innovation checkpoint available to support this effort?
If not, is there assistance from the TSA to interface with airports to get a TTX system installed? Concept papers should indicate what support the Offeror is requesting from TSA.
We have a technology that may be applicable to more than one of the Technical Topic Areas for the On-Person Screening Track. Is it required or advisable to submit multiple responses, or will a single submission be considered for all areas of interest?
Per the RFP, in regards to Concept Paper Submission, for Both Tracks – there should be One Concept Paper submission per TTA.
Will TSA accept one concept paper that addresses multiple TAA topics?
No, Per the RFP, in regards to Concept Paper Submission, for Both Tracks – there should be One Concept Paper submission per TTA.
Please clarify the purpose of including "estimated price" in section C.3.1.1 in the "list of information shall be provided by the offeror in the following order".
Offerors shall provide the esitmated price to enable Government personnel to perform price analysis, determine price reasonableness and to determine if estimated price is within the Govenrment budget.
What is a foldout (in the digital context) and are there limits to how the foldouts are sized or structured?
Foldouts may be utilized for diagrams only and are limited to 8 1/2 inch x 14 inch paper. Each foldout page counts as 1 page in the page limit count.
When will feedback be provided between the concept paper and full proposal? See Section C.1.1 of the RFP for the tentative award schedule.
Are there options for contracts other than firm-fixed price or bailment agreements? Are cost-plus-fixed fee or time-and-materials contract types an option? No The concept paper is defined to be text-only – is this correct? Concept papers may also include diagrams as applicable.
Is there any schedule or budget guidance? No
Is there an anticipated future requirement that the TTX systems be fully-automated in their analysis of objects?
TSA is interested in technologies that simplify Alarm Resolution (AR) processes, improve operational efficiency and reduce the cognitive burden placed on Transportation Security Officers (TSOs) during screening operations.
Future capability development may include increased automation of object and material analysis functions, particularly where automation can improve consistency, reduce false alarms, and streamline the resolution process.
Reference page 15 of the RFP: For the estimated price, can TSA clarify whether this price is related to a number of units to be procured or define what is being procured?
Per the RFP, Section C.3.1.1 - the estimated price is: A description of the funding required to procure the proposed completed concept, to include a breakdown of tasks necessary for development of the concept for completion.
Reference page 16 of the RFP: Does TSA anticipate requiring Government Purpose Rights, Unlimited Rights, or negotiable custom licensing structures for software and algorithms developed under this BAA?
Per the RFP, Section C.3.1.1 - the estimated price is: A description of the funding required to procure the proposed completed concept, to include a breakdown of tasks necessary for development of the concept for completion. As a result, the Government may assert data rights, etc.
May Offerors submit related concepts across multiple TTAs where capabilities overlap operationally?
