About this opportunity
The Department of State Office of Acquisition Management has awarded a sole-source contract to Northern Management for Operations & Maintenance and Custodial Services with a contract value of $10,359,339.86 for a 12-month base period, under FAR 6.103-2 (Unusual and Compelling Urgency).
The Government awarded this contract on April 14, 2026, to prevent a lapse in critical facility services upon expiration of the predecessor contract on April 15, 2026. The justification cites unusual and compelling urgency because interruption in service would have created unacceptable risks to Government personnel safety and mission-critical infrastructure integrity. The incumbent contractor possesses comprehensive institutional knowledge of the facility's systems, equipment, and operational requirements that would be difficult and time-consuming for a new contractor to replicate, and transitioning to a new contractor would require significant phase-in time during which service quality and safety could not be guaranteed.
The scope encompasses skilled professionals to maintain building systems including HVAC, electrical, lighting, plumbing, building automation, and fire protection/life safety systems, as well as vertical transportation, custodial services, landscaping, and remote monitoring. The contract employs a hybrid Firm-Fixed-Price and Time-and-Materials structure. In accordance with federal regulations and commitment to competition, the Department intends to conduct a full and open competitive procurement for follow-on services within 12 months. Contract number is 19AQMM26C0457. NAICS 561210; PSC Z1AA.
