About this opportunity

The U.S. Air Force, Air Combat Command (ACC) is soliciting contractor-furnished rotary airlift services to support the North Warning System (NWS), a radar defense infrastructure located across the Canadian Arctic. The procurement encompasses three distinct service categories: Main Rotary Airlift, Supplemental Rotary Airlift, and Bulk Fuel Transport operations across five operational zones serving 59 radar sites. Qualified offerors must demonstrate minimum 12 months of experience performing similar arctic rotary airlift operations within the preceding five years, possess aircraft certified for Night Vision Goggle and Instrument Flight Rules operations, maintain a minimum payload capacity of 1,850 pounds, and achieve a 150-nautical-mile nonstop range capability. Technical proposals will be evaluated on three equally-weighted subfactors addressing technical experience (Acceptable/Unacceptable rating), payload and distance capabilities (color-scaled ratings), and operational capabilities including bulk fuel transfer (color-scaled ratings); price evaluation will apply only to technically acceptable proposals using fair and reasonable price analysis. Questions from potential offerors are due within 15 calendar days of the final solicitation release by 12:00 noon Eastern Time, with proposals due June 5, 2026, at 11:00 AM local time.

This acquisition is 100 percent full and open competition with no small business set-aside. The contract will be awarded on a best-value basis using a tradeoff methodology where technical factors are significantly more important than price, with the government intending to award without negotiations based on initial proposals. The base contract period runs from November 30, 2026, through September 30, 2027 (10 months), followed by four option periods each covering 12-month extensions through September 30, 2031. The pricing model combines firm fixed-price line items for monthly base fees and flying hours with cost-reimbursable items capped at $2,512,097, covering transition operations, main rotary airlift, supplemental rotary airlift, and bulk fuel transfer services. Offerors must submit two separate proposal volumes—a technical volume limited to 50 pages plus an optional 2-page executive summary and a price volume with no page limit—via electronic submission through the appropriate procurement platform. Funds are currently programmed but not presently available; the government reserves the right to cancel this acquisition at any time before or after the closing date with no obligation to reimburse proposal preparation costs.
