About this file

This is a Performance Work Statement (PWS) for rotary airlift services supporting the North Warning System (NWS) under contract FA489026CXXXX, effective from 31 October 2026 through 30 September 2031.

The contractor must provide a minimum of one rotary aircraft equipped with removable and/or foldable passenger seating for a minimum of eight passengers in each of five operational zones at all times. The aircraft must have a minimum payload capacity of 1,850 pounds (combining passengers and cargo, excluding helicopter crew and contractor equipment) and be capable of transporting this payload a range of 150 nautical miles nonstop. All aircraft and crew must be capable of IFR flight operations, with a minimum of one NVG-capable aircraft and associated crew required in each zone. Aircraft must comply with established Canadian Safety requirements and be equipped with cargo tie-down devices. The five operational zones are: Zone 1 (Inuvik), Zone 2 (Cambridge Bay), Zone 3 (Hall Beach), Zone 4 (Iqaluit), and Zone 5 (Goose Bay). Within each zone, aircraft may fly any combination of routes to Short Range Radar (SRR), Long Range Radar (LRR), or Logistic Support Site (LSS) locations as scheduled by the NWS O&M Contractor or directed by HQ ACC AMIC Det 1. Cross-zone flights require prior authorization from HQ ACC AMIC Det 1, with failure to obtain authorization potentially resulting in mission reimbursement denial. Commercial airfields may be employed based on mission requirements.
