About this file
This is a Performance Work Statement appendix outlining bulk fuel rotary airlift requirements for the North Warning System (NWS) Short Range Radar (SRR) sites, effective April 2, 2026, under contract FA489026CXXXX.
The contractor must provide a minimum of two aircraft capable of transporting 1,500 liters of fuel per trip with a range of 150 nautical miles nonstop, with capacity for simultaneous operations at two locations. The annual fuel transfer quantity is anticipated at 1.65 million liters maximum. Aircraft must comply with Canadian safety requirements, include tie-down cargo restraint devices, and accommodate two passengers (Bulk Fuel Technician and laborer) with seats and seat belts. Primary operations run April 1 through September 30 annually on a 24-hour, 12-hour duty day, 7-day-per-week basis during the operating season. Service covers five geographic zones across northern Canada, with resupply beginning in Zone 1 (Inuvik) and Zone 5 (Goose Bay), progressing toward Zone 3 (Hall Beach), with routing adjustments as needed for adverse weather conditions.
The contractor must furnish three fuel transfer pumps per fuel lift team with 190-liter-per-minute capacity, diesel engines, dry-break couplings, fuel metering capability, in-line filtering systems, and 150 feet of hose for beach operations. The contractor must also provide sufficient spill response materials and equipment for initial containment and cleanup of one full fuel load (1,500 liters minimum), submit an Environmental Response Plan prior to performance start, and provide adequate fuel handlers for refueling operations. The document identifies 34 SRR sites across five zones with specific fuel storage locations and estimated distances from storage to SRR tanks, ranging from 0.06 to 109 miles.

NORTH WARNING SYSTEM
Rotary Airlift Services Appendix 5
FA489026CXXXX
PERFORMANCE WORK STATEMENT
AS OF 2 April 2026
APPENDIX 5 BULK FUEL ROTARY AIRLIFT REQUIREMENTS
1.0 REQUIREMENTS FOR AIRCRAFT AND SERVICES
1.1 The Contractor will provide a minimum of two aircraft to support the annual Bulk Fuel Rotary resupply airlift support to North Warning System (NWS) Short Range Radar (SRR) sites using contractor-furnished rotary aircraft. The aircraft will be capable of transporting a minimum of 1,500 liters of fuel per trip and be capable of flying a distance of 150 nautical miles nonstop. The anticipated annual fuel transfer quantity will be 1.65M liters maximum. The aircraft will be equipped with a minimum of two seats with seat belts for the Bulk Fuel Technician and laborer who will accompany the aircrew during resupply operations.
The Bulk Fuel Technician and laborer are passengers and will not be designated as crew or other special category of personnel.
1.2 The aircraft will be in compliance with established Canadian safety requirements and be equipped with tie down devices to restrain the movement of cargo. The Contractor will have sufficient helicopters to perform simultaneous operations at two locations.
1.3 The Bulk Fuel airlift service shall be performed on a continuous basis covering all NWS SRR sites until resupply of all sites has been completed. The resupply will normally begin with one aircraft in Zone 1 (Inuvik) and one aircraft in Zone 5 (Goose Bay). The aircraft work their respective ways toward Zone 3 (Hall Beach). Refueling will continue at each SRR site until the required transfer quantity is reached. Refueling will then begin at the next SRR site tank listed and continue until the required transfer quantity is reached. In case of adverse weather conditions, the Aircraft Commander and NWS O&M Contractor representative shall mutually select the next site. Extenuating circumstances may require the aircraft to move fuel to LRR sites as directed by the CO/COR or HQ ACC AMIC Det 1 personnel.
1.4 The Contractor shall airlift bulk fuel from designated tanks to the SRR site tanks. Helicopter landing zones or pads are available at all designated helicopter refueling sites.
1.5 The primary period of operation for this service is 1 April through 30 September of each contract year. The actual performance dates depend on scheduling, weather and other uncontrollable events. For the primary period of operations, the Contractor will be available to provide service on a 24-hour (12 hour duty day) 7-day per week basis.
1.6 The Contractor will provide the following:
1.6.1 For each fuel lift team, the Contractor shall provide a minimum of three fuel transfer pumps, with a minimum capacity of 190 liters per minute, explosive proof diesel engine with suction and discharge hose and dry-break couplings. One fuel pump is required at the beach storage tank to pump the fuel into the helicopter fuel transfer tank. One pump is required at the summit storage tank to pump fuel from the helicopter fuel transfer tank. One additional pump is required as backup to reduce work stoppage if a pump mechanical failure occurs. Dry-break adapters for all pump and hoses are required. Each fuel pump operation shall possess a fuel metering capability to track fuel transfer in liters. In-line filtering systems are also required. The Contractor will have a minimum of 150 feet of hose to support the beach pumping operation.

PERFORMANCE WORK STATEMENT
1.6.2 The Contractor will have, immediately available, sufficient spill response materials and equipment which will allow for initial spill response (containment and initial cleanup) of one full load of fuel being transferred (the greater of 1,500 liters or proposed single trip fuel load).
The Contractor will submit an Environmental Response Plan (ERP) to the North Warning System Office and the NWS O&M Contractor prior to performance start.
1.6.3 The Contractor will provide a sufficient number of fuel handlers for the refueling operation.
