About this opportunity

Naval Sea Systems Command seeks contractor labor to operate the Norfolk Naval Shipyard Security Destruction Center, with proposals due August 21, 2026. This is a 100 percent small business set-aside; the source specifies total small business in the lead notice but later documents identify this as Women-Owned Small Business (WOSB).

Place of performance is Norfolk Naval Shipyard, Building M-22, Portsmouth, Virginia 23709. The contractor must provide five full-time personnel: one Lead Material Coordinator and four Material Handling Laborers/Operators working Monday through Friday, 0700–1530 hours, to receive, log, stage, and physically destroy classified and Controlled Unclassified Information using Government-Furnished industrial disintegrators, shredders, and related equipment in accordance with Department of Navy and NAVSEA security protocols.

All contractor personnel must possess and maintain an active SECRET security clearance with Restricted Data (RD) access, a valid driver's license, U.S. citizenship, and OSHA-approved fall protection training prior to contract award and start of performance (November 1, 2026). Personnel must be capable of lifting 25–50 pounds repeatedly and operating industrial destruction equipment.

Period of performance is one 12-month base year (November 1, 2026 through October 31, 2027) plus four 12-month option years and an optional 6-month extension. Pricing is firm fixed price for operations labor and contingency destruction services. The contingency line item (CLIN 0004) is priced at a fully-burdened hourly rate for pre-negotiated on-demand mobilization of alternate destruction equipment, evaluated at 40 hours with no guaranteed minimum.

The small business size standard is $16.5 million. NAICS code is 561990 (All Other Support Services); PSC is R614. Evaluation weighs Technical Acceptability (six subfactors: SOW affirmation, security clearance capability, facility clearance status, recruiting and retention plan, contingency operations plan, and operational continuity plan) and Past Performance (acceptable/neutral/unacceptable), with award to the lowest-priced offeror receiving acceptable ratings in both factors. Solicitation Amendment N4215826QN0250001 (effective August 10, 2026) supersedes prior language; offerors must submit one signed copy with the amendment.
