About this file

This is Standard Form 30 Amendment 0001 to solicitation N4215826QN025, issued by Norfolk Naval Shipyard on August 10, 2026, with an effective date of August 10, 2026. The amendment provides clarifications to a small business set-aside solicitation for destruction center operations at Norfolk Naval Shipyard, with performance commencing November 1, 2026, and option years running November through October. The requirement involves five contractor employees: one Lead Material Coordinator (SCA 21030) and four Material Handling Laborers/Operators (SCA 21050) to operate the NNSY Destruction Center. CLINs 0001 and 0002 represent firm fixed-price labor for standard on-site operations using government-furnished equipment, while CLIN 0004 is an optional contingency line item priced at a fully-burdened hourly rate inclusive of alternate destruction equipment (mobile shred truck or transportable disintegrator), labor, transportation, and all indirect costs, evaluated at 40 hours but with no guaranteed minimum. All contractor personnel must obtain Secret security clearance and Restricted Data access eligibility, with clearance processing serviced by NNSY Code 1127 Personnel Security Department. The Government furnishes all equipment, vehicles, hand tools, and maintenance support; the contractor must maintain appropriate automobile liability insurance for operation of government-owned vehicles and comply with FAR 52.219-14 subcontracting limitations requiring the small business prime to perform at least 50 percent of personnel costs with its own employees.

The amendment clarifies that this is a new contracting opportunity with no incumbent contractor, establishes the Statement of Work (Attachment 1) as the controlling document, confirms SEM Model 23/5 and Model 22 disintegrators as correct, and specifies delivery schedules for six CDRL items across five contract years (CLINs x003 covering November 2026 through October 2031). Offerors must submit quotes in native Excel format via email to the identified contract specialists with no file-size limits, provide completed Attachment 3 Cost Element Breakdown Worksheets for price reasonableness evaluation, and submit one signed copy of SF1449 with blocks 12, 17, 23, 24, and 30 completed. The amendment addresses operational questions including that contractors are not required to furnish boom lifts, historical workload data is unavailable, fuel and routine maintenance for government vehicles are provided at no cost, and pre-approved alternate duties during equipment downtime include facility housekeeping, material staging, and security/safety training, with all labor remaining fully billable when on-site and performing COR-directed tasks. Two-Person Integrity (TPI) requirements mandate a minimum of two personnel present during TPI-controlled operations, and minor equipment jams average 1–2 occurrences weekly with 15–30 minute resolution times, while extensive breakdowns occur 2–3 times annually with typical 1–3 business day resolution windows.

Question Answer

Is this a brand new contract OR if there is (was) an incumbent performing these services.

This is a brand-new contract. There is no incumbent that was performing the services before.

For Option CLIN 0004, is the contractor required to provide only the alternate destruction equipment, with the five personnel under CLINs 0001 and 0002 operating and supporting that equipment?

If no, must the fully burdened hourly rate for Option CLIN 0004 include both the alternate destruction equipment and qualified operator personnel?

No, please provide a fully-burdened hourly rate for CLIN 0004.

This rate must include all costs required to perform the contingency service, including but not limited to:

- The labor of the personnel operating the contingency equipment.

- The cost of the equipment itself (e.g., mobile shred truck, transportable disintegrator).

- All associated materials, fuel, and indirect costs (Overhead, G&A, and Profit).

The Firm Fixed Price labor under CLINs 0001 and 0002 is for the performance of work on-site at the Norfolk Naval Shipyard Destruction Center during standard operational duties, utilizing Government-Furnished Equipment as defined in the SOW.

CLIN 0004 is an optional line item, activated only at the Contracting Officer's discretion for contingency operations that may occur outside of standard duties listed in the SOW. The price for CLIN 0004 must be self-contained and represent the total price to the Government for one hour of the contingency service.

Is the contractor required to furnish a boom lift continuously throughout the period of performance, or only on an as-needed basis?

The contractor is NOT required to furnish a boom lift.

Please provide the minimum required boom-lift specifications, including working height, lift type, capacity, and any shipyard-specific certification requirements.

The contractor is NOT required to furnish a boom lift.

The PWS identifies Government-owned vehicles and destruction equipment for contractor use but states Government Furnished Property is "N/A." Please confirm that the Government will furnish the vehicles, disintegrators, conveyors, compactors, degaussers, shredders, office equipment, supplies, and other Government-owned items identified in the PWS.

The Government confirms that the list of Government owned items identified in the Statement of Work is correct. The marking of "Government Furnished Property: N/A" elsewhere in the solicitation is an administrative error. All plant, property, and equipment necessary for the performance of the core requirements of the PWS will be provided by the Government. This includes, but is not limited to, the disintegrators, conveyors, vehicles, material handling equipment, and office equipment currently in place at the Security Destruction Center.

Please provide the incumbent contractor's name and current contract number.

This is a new contracting opportunity. The work is currently being completed organically by Norfolk Naval Shipyard employees.

Can the Government provide the current staffing level for this requirement and confirm whether the incumbent workforce currently satisfies the solicitation's personnel security requirements (Secret clearance and Restricted Data eligibility)?

The work is currently being completed organically by Norfolk Naval Shipyard employees. NNSY requires five contractor employees (1 (one) Lead Material Coordinator SCA 21030 and 4 (four) Operators Material Handling Laborer SCA 21050) to operate the NNSY Destruction Center. Ensure all personnel have Secret security clearance and Restricted Data access. Contract

N4215826QN0250001

clearances will be serviced by NNSY Code 1127 Personnel Security department.

There doesn't appear to be a Transition Period in the documents and work starts 1 November 2026. Will the Government provide an incumbent transition period prior to 1 November 2026, and if so, what duration is anticipated?

This is a new contracting opportunity with work currently being completed organically by Norfolk Naval Shipyard employees.

CLIN 0004 requires alternate destruction capability (mobile shred truck, transportable disintegrator, etc.). Is the Government seeking the offeror to own and operate contingency destruction equipment, or are subcontracted commercial destruction capabilities acceptable provided they satisfy all security requirements?

Can the Government provide historical workload information for the previous twelve months, including (if available) average monthly burn bags, media, hard drives, other destruction items, or estimated destruction volume?

Information is not available.

The applicable Service Contract Labor Standards Wage Determination does not appear in the solicitation package; Section J (List of Attachments) is blank, and the FAR 52.222-42 Statement of Equivalent Rates table is not completed. Please provide the applicable Wage Determination number and revision for Portsmouth, VA, and confirm the complete list of attachments to this solicitation.

Section F establishes the base period of performance as 01 November 2026 - 31 October 2027 (option years November - October). Attachment 2 states the Base Year as 9/1/2026 - 8/31 /2027 (option years September - August). Additionally, Section F lists "Delivery Date 24 Aug 2026" for CLIN 0001 and "01 Oct 2026" for CLIN 0002, which precede both the quote due date and any possible award. Please confirm the controlling period of performance. We respectfully suggest confirming the Section F dates (01 November 2026 start) and clarify the intent of the CLIN-level delivery dates.

Confirming 01 November 2026 start date with option years November to October.

The Performance Work Statement embedded in Section C and the standalone Attachment 1 Statement of Work differ in material respects: (i) Section C (S)5.c cites "SEM Model 1436" while Attachment 1 (S)5.c cites "SEM Model 23/5"; and (ii) Attachment Confirming Attachment 1 - Statement of Work is the control

- Yes, please complete blocks 12, 17, 23, 24, and 30

- Provide 1 copy

Please confirm whether offerors are required to submit completed Attachment 3 Cost Element Breakdown Worksheets (one per labor category) with their quotes, and whether Attachment 3 will be used in the price evaluation or for price-reasonableness purposes only.

Yes, please complete Attachment 3_Cost Element Breakdown Worksheet. This information will be used for price fair and reasonableness.

Please confirm that the monthly Per Unit CLIN Price for CLIN x002 shall represent the combined monthly price for all four (4) Destruction Center Operators.

Yes, the monthly per unit CLIN price for CLIN x002 is the combined monthly price for all four (4) Destruction Center Operators.

Please confirm that the CLIN x004 pre-negotiated fully burdened hourly rate is inclusive of all mobilization, demobilization, equipment, transportation, and labor costs with no separate reimbursement; that hours are billed only as authorized by the Contracting Officer and actually incurred; and that the 40-hour quantity is an evaluation quantity rather than a guaranteed minimum.

Confirmed. The pre-negotiated hourly rate for CLIN x004 must be fully burdened, meaning it is inclusive of all mobilization, demobilization, equipment, transportation, overhead, and labor costs. No separate reimbursements for these elements will be authorized. Furthermore, hours under this CLIN shall only be billed when explicitly authorized by the Contracting Officer and actually incurred by the contractor. The 40-hour quantity specified in the solicitation is for evaluation purposes only and does not constitute a guaranteed minimum or a commitment by the Government to order those hours.

Please confirm that the monthly Firm-Fixed-Price amounts for CLINs x001 and x002 (Fully Loaded Hourly Bill Rate 160 hours) are invoiced as fixed monthly amounts regardless of the number of workdays or federal holidays occurring in a given month, subject only to the vacancy credit provisions of Attachment 1 (S)4.d.

Confirmed. CLINs x001 and x002 are Firm-Fixed-Price (FFP). The contractor shall invoice the established monthly FFP amount as a flat rate each month, regardless of the specific number of calendar workdays or federal holidays that occur within that billing cycle.

This monthly flat rate is subject to downward adjustment only in the event of personnel vacancies, which will be calculated and credited to the Government in accordance with the vacancy credit provisions detailed in Attachment 1, Section 4.d.

For candidates holding current final Secret eligibility in DISS: (i) what is the expected Code 1127 servicing timeline for clearance transfer, Restricted Data access determination, red NAVSEA badge, and DBIDS issuance; and (ii) may badging actions (SECNAV 5512/1 processing) and Government-provided equipment and security training commence in the period between award and the performance start date, to support full Day-1 operations?

Regarding part (i): The Government cannot guarantee specific timelines for security processing, as they are dependent on the workload of the servicing security offices and other external factors. However, contractors are advised to submit all required security documentation, such as visitor requests in DISS, to the designated security office immediately upon notification of award to facilitate the process. The Government will prioritize these actions upon receipt. Restricted Data access is granted by the Government on a need-to-know basis post-award.

Regarding part (ii): The performance period commences on the start date specified in the contract. No work, including training or badging activities that require on-site access or Government oversight, shall commence prior to the performance start date. The contractor is expected to manage its resources to ensure it is prepared to begin full performance on Day 1.

Will the Government consider a site visit of Building M-22 prior to the quote due date or shortly right after award?

No site visit was scheduled for this solicitation, and none will be added prior to the quote due date. To ensure a fair competition for all prospective offerors, individual site visits cannot be accommodated. Offerors should prepare their quotes based on the information provided in the solicitation package.

The successful awardee will be afforded a site visit and facility orientation as part of the post-award kick-off meeting and contract transition activities.

Please confirm the Government furnishes fuel and maintenance for the Government-owned vehicle used for burn-bag collection, and advise whether contractor personnel operating the vehicle are required to be covered by contractor non owned automobile liability insurance.

The Government will provide the vehicle for burn bag collection.

Fuel and routine maintenance for this Government-owned vehicle will be provided by the Government at no cost to the contractor.

The contractor is required to obtain and maintain appropriate automobile liability insurance covering their personnel during the operation of the Government-owned vehicle. The Government shall not be liable for any claims, injuries, or damages arising from the contractor's use of the vehicle.

Regarding the contractor-supplied boom lift: Are there NNSY inspection, registration, or admission requirements for contractor-owned powered equipment entering the Controlled Industrial Area, and may the lift remain staged on site at Building M-22 for the duration of the period of performance?

Additionally, given the requirement to traverse an air system over 20 feet high, please provide the required equipment specifications to ensure accurate pricing: minimum reach/lift height, size /footprint restrictions, and power source restrictions (e.g., must it be battery/electric due to indoor usage, or is gas/diesel permitted)?

Although the contractor is NOT required to furnish a boom lift, all contractor-owned powered industrial equipment must undergo and pass a safety inspection by the Norfolk Naval Shipyard (NNSY) equipment safety office prior to being granted access. The contractor shall coordinate this inspection with the Contracting Officer's Representative (COR) upon award. Staging of the lift at Building M-22 may be permitted, but is subject to space availability and COR approval; the Government does not guarantee dedicated on-site storage space.

Please confirm the minimum staffing level that constitutes safe operations under the two-person integrity (TPI) requirement, for purposes of compliance during routine short-term absences.

The minimum number of personnel required to maintain Two- Person Integrity (TPI) is two. If one individual of a two-person team must leave the TPI-controlled space, all tasks requiring TPI must cease until that individual returns or another authorized individual takes their place. The contractor is responsible for managing its provided staff to ensure that TPI is maintained without interruption during all periods when TPI-controlled operations are being performed.

Is this a new requirement, or a follow-on to an existing contract?

If a follow-on, please provide the predecessor contract number.

This is a new contract. There is no incumbent that was performing the services before.

The PWS states that personnel will "handle" hand tools for cleaning, jam clearing, and inspections, yet lists only office supplies as Government-Furnished Equipment (GFE). Will the Government furnish all standard maintenance hand tools required to clear disintegrator clogs, or is the contractor responsible for providing them?

The Government will furnish the necessary hand tools. The Government will provide all specialized and standard maintenance hand tools required on-site to clear disintegrator clogs, perform routine cleanouts, and conduct basic operator-level inspections of the equipment.

Attachment 1 (S)4.a outlines Alternate Authorized Duties during routine maintenance and unexpected GFE failure. To help us accurately estimate the operational tempo, can the Government provide historical data or estimates on the frequency and extent of maintenance expected (e.g., how often are minor jams cleared during normal use versus extensive repairs requiring replacement parts)? Additionally, during these periods of downtime, what specific alternate work locations or responsibilities within Building M-22 are pre-approved by the COR to prevent un-billable labor hours?

1. Operational Tempo and Maintenance Estimates: On average, minor equipment jams occurring during normal operations are cleared within 15 to 30 minutes and occur approximately 1 to 2 times per week. These are resolved by operator-level clearing.

Extensive equipment breakdowns requiring third-party maintenance, replacement parts, or manufacturer technicians are infrequent, historically occurring 2 to 3 times per fiscal year, with a typical resolution window of 1 to 3 business days.

2. Alternate Authorized Duties during Downtime: In accordance with Attachment 1, Section 4.a, during periods of equipment downtime or maintenance, contractor personnel shall remain on-site at Building M-22 and perform pre-approved alternate duties.

These duties include, but are not limited to:

Conducting cleaning, organizing, and general housekeeping of the immediate Security Destruction Center (SDC) work areas and staging spaces.

Assisting with the manual staging, sorting, and preparation of incoming classified material/burn-bags to optimize processing once equipment is operational.

Completing required security, safety, or facility-specific training.

All alternate duties must be coordinated with and approved by the COR. Contractor labor hours remain fully billable during these periods, provided personnel are on-site and actively performing these COR-directed alternate tasks.

The subject solicitation is being released under FAR 19.5 as a small business set aside but does not define any specific requirements or breakdown for small business participation as the prime offeror. Please confirm our understanding that there are no specific workshare requirements and that only requirement is for the prime offeror to qualify as a small business.

While the prime offeror must qualify as a small business under the identified NAICS code, it is also subject to the performance requirements outlined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting.

As this is a contract for services, the FAR clause requires that the small business prime contractor must perform at least 50 percent of the cost of the contract incurred for personnel with its own employees.

Offerors are responsible for ensuring their proposals comply with this requirement. The Government has not established any additional workshare requirements beyond what is stipulated in

FAR 52.219-14.
