Secret/RD clearance requirement. This plan must, at a minimum:
1. Describe the offeror's recruitment strategy for the cleared-labor market in the
Hampton Roads, VA area.
2. Justify how the proposed direct labor rates, as detailed in the Cost Element
Breakdown, are sufficient to attract and retain qualified personnel, preventing high turnover.
3. Acknowledge the "clearance premium" and explain how their compensation structure is competitive for this specialized workforce.
• Technical Subfactor 1.5: Contingency Operations Plan – The offeror shall submit a narrative plan (not to exceed 2 pages) describing their capability and approach to providing contingency destruction services under CLIN 0004. This plan must:
1. Identify the specific types of alternate destruction capabilities the offeror can provide (e.g., mobile shredding trucks, transportable equipment).
2. Describe the mobilization process and estimated response time to deploy these capabilities upon authorization.
3. Acknowledge that these services will only be initiated and invoiced upon receipt of formal, written authorization from the Contracting Officer.
• Technical Subfactor 1.6: Operational Continuity Plan - The offeror shall submit a narrative plan (not to exceed 2 pages) detailing how they will ensure continuous, productive operations during standard Government-Furnished Equipment (GFE) maintenance or breakdowns. This plan must:
1. Demonstrate a clear understanding of the "Alternate Authorized Duties" defined in the SOW (e.g., material sorting, staging, inventory control, and chain-of-custody verification).
2. Confirm that contractor personnel will remain on-site to perform these alternate duties during GFE downtime at no additional cost to the Government.
Factor 2 Past Performance:
• The offeror shall provide a list of up to three (3) relevant Government contracts performed within the last three (3) years. Relevance is defined as contracts involving secure facility operations, classified material handling, or large-scale document/media destruction. For each contract reference, the offeror must provide:
1. Contract Number & Agency/Command
2. Period of Performance & Total Contract Value
3. A brief narrative describing how the scope of work is relevant to this shipyard requirement.
4. A Government Point of Contact (Name, Email, and Phone Number) for the Contracting
Officer or COR.
(Note: The Government reserves the right to review information in the Contractor Performance
Assessment Reporting System (CPARS) and other Government databases. An offeror without a record of relevant past performance will receive a "Neutral" rating, which is considered "Acceptable.")
Factor 3 Pricing:
• All price quotations, contractor information, and proposed delivery schedules must be submitted on Attachment 2 – Quote Sheet and it must be completed in its entirety.
• Cost Element Breakdown: Offerors shall complete and submit Attachment 3 - Cost
Element Breakdown to provide a detailed buildup of the proposed fully burdened labor rates for the Lead and Operator positions. The rates proposed in this attachment must directly support the total price submitted on the Quote Sheet.

Wage Determination for Hampton Roads, VA.
FAR 52.212-2 Addendum: Evaluation Criteria
In accordance with (IAW) FAR Part 12 the evaluation criteria found in 52.212-2, Evaluation-
Commercial Items, is applicable and has been tailored to this solicitation as listed below.
• The Government intends to award one Firm Fixed Price, (FFP) contract resulting from this solicitation to the responsible contractor whose quote conforms to the solicitation and will be most advantageous to the Government based on price and other factors considered. Award will be made to the lowest priced offeror that receives an Acceptable rating in both Technical Acceptability and Past Performance.
The following factors shall be used to evaluate quotes:
1. Factor 1 Technical Acceptability: The technical evaluation team will evaluate by assigning a rating of “acceptable” or “unacceptable” to the provided quote. A quote must meet the "Acceptable" criteria for all six (6) subfactors to be deemed technically acceptable overall.
Technical
Subfactor Acceptable (Pass) Unacceptable (Fail)
Subfactor 1.1:
SOW
Affirmation
The offeror provides an explanation and signed statement confirming full understanding of and commitment to all SOW tasks, specifically the operation of industrial disintegrators, minor maintenance, and OSHA LOTO protocols.
The offeror fails to provide an explanation and affirmation or indicates they cannot perform any of the mandated SOW tasks.
Subfactor 1.2:
Personnel
Security
Clearance
Affirmation
The offeror explicitly affirms the capability and commitment to staff the Destruction Center with five (5)
U.S. citizen personnel who possess active Secret clearances with
Restricted Data (RD) access.
Affirmation to be included in RFQ submission.
The offeror fails to provide the affirmation or indicates they cannot meet the Secret/RD clearance requirement by the start of performance.
Subfactor 1.3:
Facility
The offeror provides a valid CAGE code and demonstrates they
The offeror fails to provide a CAGE code, does not hold an FCL, or lacks a viable plan to secure one.
Clearance
(FCL)
currently hold, at time of award offer, a Secret FCL.
Subfactor 1.4:
Recruitment, Staffing, and
Retention Plan
The offeror provides a detailed
Staffing and Retention Plan that explicitly acknowledges the requirement to pay a "clearance premium" above standard SCA rates. The plan describes the offeror's methodology for recruiting, vetting, and retaining five (5) personnel with active Secret/RD clearances in the Hampton Roads market. The proposed direct labor rates in the price proposal are clearly justified in this narrative.
The offeror fails to provide a
Staffing and Retention Plan, the plan is a simple restatement of the
SOW, or it fails to address the market realities of hiring cleared personnel. The proposal relies solely on the minimum SCA wage rates without justification for how retention will be maintained.
Subfactor 1.5:
Contingency
Operations
Plan
The offeror describes its capability and approach to providing contingency destruction services as outlined for CLIN 0004. The proposal identifies the specific types of alternate capabilities it can provide (e.g., mobile shred truck, transportable equipment) and explicitly acknowledges that these services will only be initiated and invoiced upon receipt of formal, written authorization from the
Contracting Officer.
The offeror fails to provide a contingency plan, the plan is not technically viable, or it indicates that the offeror would automatically bill for contingency services without prior Government authorization, contradicting the terms of the optional Time & Materials CLIN.
Subfactor 1.6:
Operational
Continuity Plan
(GFE
Downtime)
The offeror’s technical proposal demonstrates a clear understanding of the "Alternate Authorized Duties" as defined in the SOW. The proposal explicitly confirms that contractor personnel will remain on-site to perform these duties during periods of Government-Furnished
Equipment (GFE) downtime at no change to the monthly Firm-Fixed-
Price.
The offeror fails to address the performance of alternate duties, misunderstands the requirement, or proposes a pricing model that deviates from the SOW (e.g., suggests reduced invoicing or that personnel will not be on-site) during periods of standard GFE downtime.
2. Factor 2 Past Performance: Evaluated on an Acceptable/Unacceptable basis.
Rating Description
Acceptable Based on the offeror's performance record on similar contracts, the
Government has a reasonable expectation that the offeror will successfully perform the required effort. (Note: An offeror without a record of relevant past performance will receive a "Neutral" rating, which is evaluated as
"Acceptable").
Unacceptable Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort due to a history of late performance, safety/security violations, or poor quality.
3. Factor 3 Price: Quotes will be ranked from lowest to highest based on the Total
Evaluated Price (the sum of the FFP Services CLINs for the Base Year and all four Option Years). Price will be evaluated for price reasonableness in accordance with FAR Part 12 procedures. The purpose of this evaluation is to assess whether the proposed prices are realistic for the work to be performed, reflect a clear understanding of the operational requirements, and are consistent with the various elements of the Offeror’s technical proposal, specifically regarding the recruitment and retention of cleared personnel.
Price Subfactor Acceptable (Pass) Unacceptable (Fail)
Subfactor 3.1:
Completeness and
Accuracy
The Quoter provided pricing for all required CLINs for the Base
Year and all Option Years. The fully completed quote sheet and cost element breakdown were provided with no mathematical errors or omissions.
The quote is missing pricing for one or more CLINs/Option Years, fails to include the required quote sheet and/or cost element breakdown, or contains significant mathematical errors that cannot be easily resolved.
Subfactor 3.2:
Price
Reasonableness
The Total Evaluated Price is determined to be fair and reasonable based on adequate price competition, comparison to the Independent Government
Estimate (IGE), or historical pricing data.
The proposed price is determined to be unreasonably high, and the
Quoter's cost breakdown does not adequately justify the inflated costs.
FAR 52.217-8 Option to Extend Services (Nov 1999):
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The
Contracting Officer may exercise the option by written notice to the Contractor at any time before the contract expires.
Clauses and Provisions
The below provisions and clauses are incorporated by reference and determined by the contracting officer to be necessary for this acquisition as well as consistent with customary commercial practices. All NAVSEA and appropriate clauses will be included by Full Text in the resulting award.
