About this file
This is a Performance Work Statement (PWS) for the Norfolk Naval Shipyard (NNSY) Destruction Center operations.
The objective is to operate the NNSY Destruction Center, which destroys classified and controlled unclassified information to meet DoD and NAVSEA requirements. The contractor must provide five personnel: one Lead Material Coordinator (SCA 21030) and four Material Handling Laborers (SCA 21050), working Monday through Friday, 0700-1530, excluding federal holidays and administrative days. Personnel will coordinate burn bag pickups via phone and NMCI email, utilize government-owned vehicles for collection and transport, and operate industrial disintegrators, conveyor belts, air evacuation systems, compactor dumpsters, degaussers, and NSA-approved office shredders. Additional responsibilities include conducting system inspections to clear paper clogs, sorting materials prior to destruction, notifying Code 1122 of policy infractions and equipment issues, maintaining facility security and cleanliness, and supporting unplanned emergent requirements. All personnel must maintain Secret security clearance with Restricted Data access, U.S. citizenship, valid driver's licenses, and OSHA-approved fall protection training. The government provides all equipment, supplies, hearing protection, and training on disintegration systems and security requirements. The contractor assumes labor costs during standard equipment downtime when personnel perform alternate authorized duties such as material staging, inventory control, and preventative maintenance support. Extended outages may trigger contingency operations billed separately. Short-term absences incur no invoice deduction if minimum staffing levels are maintained; extended vacancies beyond a ten-day cure period result in per-day labor rate credits. The place of performance is Norfolk Naval Shipyard, Building M-22, Portsmouth, VA 23709. The period of performance is one year with four option years.
