About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking multiple contractors for non-skid replacement, preservation, and maintenance of various small naval boats at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility. The solicitation covers harbor security boats, utility boats, and work boats with steel or aluminum hulls, requiring contractors to perform dock-to-blast, prime, and paint services at their own facilities within the Puget Sound, WA region. Contractors must demonstrate technical capabilities through corporate experience in marine preservation services, current paint inspector certifications, and facility capabilities to accommodate different boat types. Proposals will be evaluated on technical capabilities and past performance on an acceptable/unacceptable basis, with proposals due by 2:30 PM Pacific Time on April 25, 2025, and an estimated contract award date of May 9, 2025. Contractors must be registered in the System for Award Management (SAM) and comply with rolling admission procedures to maintain a competitive pool of IDIQ contract holders.
This is a 100% Small Business set-aside contract under NAICS code 336611 with a size standard of 1,300 employees, featuring a maximum ceiling of $5,000,000 and a minimum guarantee of $1,000. The contract will run from the award date through August 2, 2028, covering maintenance work for approximately 48 small boats across multiple classes ranging from 19 to 33 feet in length. The place of performance is restricted to contractor facilities located on the West Coast between Olympia and Bellingham, Washington, ensuring proximity for government oversight. Contractors will be evaluated on three key subfactors: corporate experience, personnel certifications, and facility capacity, with pricing considered for individual delivery orders but not for the base contract. The solicitation supports a rolling admission process to maintain a competitive pool of contractors capable of performing comprehensive marine maintenance and preservation services for the naval fleet's small craft.
