About this file

This document is a government response to Request for Comments (RFC) for solicitation N4523A25Q1051 for Non-Skid Replacement, Preservation, and Maintenance of District Crafts. The document contains nine questions and answers addressing key aspects of the Multiple Award Contract (MAC) and Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Key details include that all MAC holders must be capable of executing the entire Statement of Work (SOW) as a Prime contractor, with the ability to subcontract portions of work. The turnaround time for boat service is 3 weeks for boats not requiring collar replacements and 4 weeks for those needing collar replacements. Contractors can be awarded a place on the MAC even if they can only perform select services, with the intent to team or subcontract as needed.

The contract is a 100% Small Business set-aside for the Puget Sound Naval Shipyard and Intermediate Maintenance Facility, covering non-skid replacement, preservation, and maintenance of various small crafts including harbor security, utility, and work boats with steel or aluminum hulls. The facility must be located in the Puget Sound, WA region (defined as the West Coast from Olympia to Bellingham, WA). The ordering period runs from the date of award through August 2, 2028, under NAICS code 336611 with a size standard of 1,300 employees. Additional notable details include that a Transportation Worker Identification Credential (TWIC) is not required, and the number of boats to be serviced annually will be determined based on funding and availability.

Government Responses to RFC 001- 009 N4523A25Q1051 Non-Skid Replacement, Preservation, and Maintenance of District Crafts

001) Question:

Can small businesses that specialize in limited aspects of the SOW (such as blasting and coating) participate in this opportunity as subcontractors to awarded MAC holders, rather than submitting as a prime?

Response:

To be awarded this base IDIQ contract, the prospective offeror must be able to complete the delivery orders as a Prime contractor.

002) Question:

Can a contractor perform only part of the work (such as blasting and coating) and subcontract the remaining scope (e.g., mechanical, structural, or decal work) if submitting as a prime?

Response:

The prospective offeror must submit as the Prime contractor. This can include the Prime subcontracting out portions of the work. The submission requirements as outlined in the solicitation must still be fulfilled.

003) Question:

Will any task orders under this MAC be issued for limited scopes (e.g., blasting and painting only), or must all MAC holders be capable of executing the entire SOW?

Response:

All MAC holders will need to be capable of executing the SOW as the Prime. Each delivery order includes different vessels, but the entire scope must be completed for each vessel.

004) Question:

Can a contractor be awarded a place on this MAC if they are only able to perform select services from the SOW, with the intent to team or subcontract as needed?

Response:

Yes.

005) Question:

Is dry ice blasting considered an acceptable method under and in accordance with environmental and waste disposal regulations for surface preparation and cleaning?

Response:

Dry Ice is acceptable if it meets service profile for paint application.

006) Question:

Are specific credentials, such as a TWIC (Transportation Worker Identification Credential), required for contractor personnel involved in the transport or transfer of the small boats to and from the designated facility?

Response:

TWIC not required. All assets will be picked up at a designated area outside the installations.

007) Question:

What is the expected timeframe or turnaround window for the pickup, completion of work, and return of each vessel under this contract?

Response:

Boats not requiring collar replacements (3 weeks) and boats requiring collar replacements (4 weeks).

008) Question:

How many boats are expected to be serviced per year under this MAC?

Response:

To be determined depending on funding and availability.

009) Question:

How will task orders be distributed among IDIQ holders?

Response:

See the solicitation section M, section 5.0 Delivery Order Placement Procedures - Competition.
