About this opportunity

Naval Sea Systems Command at Norfolk Naval Shipyard seeks transportation of twenty temporary production facilities (12 ft × 40 ft office trailers) from Joint Base Charleston, South Carolina to Portsmouth, Virginia, with quotations due September 11, 2026 at 12:00 PM Eastern. The procurement is a total small business set-aside. Amendment 003 (September 10) modified the solicitation to delete two local clauses, replace NPTU references with NNSY throughout, and add Q&A responses; Amendment 002 corrected the quotation deadline to September 9 at 10:00 AM for questions; Amendment 001 provided clarifications. Questions must be submitted by September 9 at 10:00 AM Eastern.

Place of performance is Portsmouth, Virginia. The period of performance runs September 21 through November 5, 2026 (45 calendar days), with all units required to be delivered by November 15, 2026. Each unit weighs approximately 30,200–30,600 lbs plus 1,800 lbs of ballast.

The contractor must provide all labor, materials, equipment, tools, transportation, and supervision, including installation equipment such as JLGs, cranes, forklifts, spreader-beams, hydraulic jacks, and generators. Units are transported on their own DOT-certified running gear; contractor-owned trailers are permitted only if equipment damage or safety concerns arise, with all such costs borne by the contractor. A detailed lift plan must be submitted to NNSY Code 714 Engineers no later than 30 days prior to delivery. Contractor personnel must obtain security badging for both Joint Base Charleston and NNSY; approximately 30% of the anticipated workforce may be denied site access due to security screening. NNSY requires only U.S. citizens on site; dual citizens and naturalized citizens require special permission; foreign nationals are prohibited. Contractor must secure all required permits and maintain insurance coverage equal to $2,066.03 daily replacement value of each unit. Liquidated damages are $2,066.03 per unit per calendar day for late delivery. A one-year warranty covering all contractor labor, materials, equipment, and installation services applies from final Government acceptance.

NAICS code is 484230, Specialized Freight (except Used Goods) Trucking, Long-Distance. PSC is V119. Small business size standard is $34 million. Evaluation criteria are technical acceptability (ability to meet specifications and delivery requirements), price, and past performance. Award will be made to the technically acceptable offer at the lowest aggregate price. Quotations must remain valid for 60 calendar days from the response date.
