About this file
This is a Statement of Work for the relocation of twenty (20) Temporary Production Facilities (TPF) from Joint Base Charleston to Norfolk Naval Shipyard (NNSY). Each TPF is a 12 ft x 40 ft office trailer with four axles and chassis, weighing approximately 30,200-30,600 lbs per unit plus 1,800 lbs of ballast. The contractor must transport all units to NNSY by November 15, 2026, with a performance period of September 21, 2026 through November 5, 2026 (45 calendar days). Pick-up location is Building 280 Goose Creek Joint Base Charleston (Goose Creek, SC 29445), and delivery is at South Gate Norfolk Naval Shipyard (Portsmouth, VA 23704).
The contractor is responsible for providing all labor, materials, equipment, transportation, and supervision required for relocation and on-site assistance. The contractor must provide its own installation equipment including JLGs, cranes, forklifts, spreader-beams, hydraulic jacks, vehicles, and generators. Contractor transport vehicles must be at JBC within two weeks of contract award. A detailed lift plan must be submitted to Norfolk Naval Shipyards Code 714 Engineers no later than 30 days prior to any deliveries. The contractor must ensure TPF exterior accessories are secured, inspect wheels and axles for transportation readiness, maintain proper weight distribution, and obtain all required permits. The government allows five days for acceptance after submission and will inspect TPFs at NPTU after delivery, with contractors required to correct any discrepancies within 20 business days at their own cost. Liquidated damages will be charged at $2,066.03 per day for late delivery. A one-year warranty is required covering all labor, materials, equipment, and installation services. The contractor must obtain DBIDS cards and security badging for Joint Base Charleston, and planning must account for approximately 30% of the anticipated workforce being denied access due to security screening. NNSY requires only U.S. citizens on site; dual citizens and naturalized citizens need special permission, and foreign nationals are prohibited.

This specification package covers the relocation and on-site assistance of TPFs in use by NNSY. This specification defines minimum performance criteria; the contractor may submit standard equipment items that meet or exceed these criteria. Additionally, the contractor is encouraged to suggest alternatives that the contractor believes will meet or exceed the functional criteria included herein, while providing faster delivery. The contractor shall provide all labor, materials, equipment, tools, transportation and supervision necessary to relocate these temporary production facilities in accordance with the specifications outlined in this document and attached drawings.
The Contractor transport vehicle(s) shall be at the JBC and ready for transport within two (2) week after the Government notified Contractor of award.

The security requirements listed below are to be utilized as needed in the generation of a Statement of Work (SOW), Performance of Work (PWS) Package, E-Spec, or other such documents which dictate the parameters of work and expected actions of contractors working at Norfolk Nava Shipyard (NNSY).
Defense Biometric Identification System and NAVSEA Badging
(REQUIRED FOR ALL CONTRACTS)
All contractors, with the exception of permanent party (or “seated” contractors with Common Access Cards (CACs), will be required to obtain a DBIDS card to gain access to NNSY.
Procedure for receiving a DBIDS card:

DoD contracts must require contractors to monitor CUI for aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information. DoD contracts require contractors to report the potential classification of aggregated or compiled CUI to a DoD representative.
Contractors, pursuant to mandatory DoD contract provisions, will
Common Security Statements for Statements of Work and Performance of Work Statements submit unclassified DoD information for review and approval for release in accordance with the standard DoD Component processes and DoDI 5230.09.
