About this opportunity

Norfolk Naval Shipyard, procuring on behalf of the Equal Employment Opportunity Commission, seeks a certified court reporter to provide stenographic services for an EEOC hearing scheduled for June 24–25, 2026, with quotes due May 18, 2026 at 10:00 AM EDT. This is a 100% Women-Owned Small Business set-aside, firm fixed-price, single-award contract.

Place of performance is Portsmouth, Virginia (Norfolk Naval Shipyard, Office of Counsel C107, Building 1500, 2nd Floor, Room 211). The contractor must employ a Certified Court Reporter or Certified Stenographer and be physically present beginning at 8:00 AM EDT on the hearing date for the full duration of the proceeding, estimated at 8 to 8.5 hours but potentially longer, with 7 to 10 witnesses projected to testify. The agency prefers stenographic reporters over certified digital reporters because stenographic reporters can provide real-time read-backs during hearings. Deliverables include one electronic PDF transcript and one hardcopy, both with word index and search capability in e-tran or ASCII format, delivered to the Administrative Judge within ten calendar days of adjournment, plus one PDF copy to the agency representative. The contract period runs June 15 to July 15, 2026.

The contractor must obtain or secure access to enter the naval installation via the Pass and ID Office and complete Cyber Awareness and OPSEC training prior to arrival. The NAICS code is 561492 (Court Reporting and Stenotype Services); PSC is R606. Evaluation is based on technical capability and past performance as threshold criteria, followed by price. Quotes are valid for 60 days. Questions were due May 13 at 10:00 AM EDT; Questions and Answers were posted May 13, 2026. The Service Contract Act prevailing wage determination 2015-4341 (Revision 32) applies.
