About this opportunity
The Department of the Interior Bureau of Land Management Idaho Region seeks fixed-price construction services for replacement of Building 415 (Duane Graves) at the National Interagency Fire Center in Boise, Idaho, with proposals due June 22, 2026. This is a Total Small Business set-aside under NAICS 236220 with a $45.0 million size standard; the contractor must perform at least 15 percent of contract costs with its own employees, with the remainder allowable through similarly situated small business subcontractors.
Place of performance is Boise, Idaho. The scope encompasses construction of a new approximately 22,018-square-foot office and administrative building (320-SGE) on the NIFC campus at 3833 Development Avenue, complete demolition of the existing 415-MNT maintenance facility (approximately 19,000 square feet), restoration of the demolition footprint to a parking area with asphalt paving, and all associated site utilities and improvements. The new building includes structural work, HVAC with variable refrigerant flow systems interfacing with existing Johnson Controls Metasys building automation, plumbing with domestic hot water circulation, fire suppression and alarm systems, electrical distribution integrating with Schneider Power Monitoring metering, access control with AMAG Symmetry FICAM-compliant card readers, low-voltage communications infrastructure with single-mode fiber optics and Cisco switches, and dust collection and welding fume hoods. Demolition includes building removal, utility disconnection, and site restoration per Idaho Department of Transportation asphalt standards.
Performance must commence within 10 calendar days of award and be completed within 730 calendar days. The contractor must obtain performance and payment bonds equal to 100 percent of contract price within 10 days after award. A site visit is scheduled for May 7, 2026, at 10:00 AM. Labor costs are subject to Construction Wage Rate Requirements under General Decision ID20260104 (prevailing wages ranging from $17.26 to $42.25 base plus fringes depending on classification). All proposals must remain valid for 90 days minimum.
Evaluation uses a trade-off process with technical factors (experience, technical approach, and schedule), past performance, and price considered as approximately equal importance. Technical proposals must include a maximum 10 pages each on experience with similar projects, technical approach addressing construction methodology and logistics, and Gantt chart schedule; past performance on up to five relevant projects (no page limit); a supplemental price breakout worksheet; a Limitations on Subcontracting Breakout form maintaining a 15 percent self-performance threshold for labor costs; and a bid guarantee of 20 percent of bid price or $3,000,000 (whichever is less). The Government intends to award without negotiations but reserves the right to conduct negotiations if necessary.
Proposed amendments (Amendments 0001–0004, effective April 29–June 12, 2026) extended the closing date from May 29 to June 22, corrected the project name and administrative office designation, established a 90-day proposal validity minimum, and added revised specifications, drawings, Q&A responses, and bid clarifications. A Justification for Other Than Full and Open Competition authorizes brand-name sole-source procurement of AMAG Technologies access control components (Reader License LIC-xxx-V9 for Symmetry Professional V9.4.51, WIM4 Wiegand Interface Module, M4000-DBB Database Controller, and M4000-DEC4 4-Door Entry Module) to ensure FICAM compliance and integration with campus Symmetry v9 Homeland Security Edition software. A separate JOFOC authorizes brand-name requirement for Johnson Controls Metasys controllers and integration because the new HVAC system must interface with existing Metasys already deployed across 18 NIFC campus buildings; the justification notes the security approval process took approximately four years.
