About this file

This file is a Questions and Answers (Q&A) document for federal solicitation 140L0626R0003, the NIFC Building 415 Replacement project issued by the Department of the Interior Bureau of Land Management Idaho Region. The document addresses 105 inquiries from potential bidders regarding the scope, specifications, and technical requirements for the construction and demolition work.

The project involves the replacement of Building 415 at the National Interagency Fire Center (NIFC) with two phases: construction of new Building 320-SGE and subsequent demolition of Building 415-MNT with restoration to parking. Key scope items include structural steel framing, mechanical systems (HVAC, dust collection, fume hoods), plumbing and domestic hot water systems, fire protection and alarm systems, electrical distribution with metering integration into the campus Schneider Power Monitoring System, physical access control systems (AMAG panels and card readers), CCTV cabling infrastructure, communications and low-voltage systems, compressed air systems, and associated site work. Critical clarifications address delegated design requirements for metal storage shelving and dust collection systems; refrigerant recovery for existing HVAC equipment; salvage and waste management procedures during demolition; fire pump testing discharge locations; integration of new building systems into existing Johnson Controls Metasys and campus IT networks; utility connections including Veolia-approved water service contractors; temporary facility staging and laydown areas; and staffing expectations for superintendent, safety, and quality control personnel. The government confirmed that past performance questionnaires are no longer required, cameras and wireless access points are government-provided, and specification sections govern over named manufacturer references when equivalent products meet stated requirements.
