About this file
This is an Amendment to a federal construction contract for the NIFC 415 Duane Graves Replacement project issued by the United States Department of the Interior, Wildland Fire Service in Boise, Idaho, dated June 2026.
The amendment modifies contract documents for two project components: 320-SGE (main building construction) and 415-MNT (maintenance/operations). Key revisions include: updated drawings across multiple disciplines (structural, architectural, plumbing, mechanical, electrical); revised specifications replacing February 2026 versions; material substitutions including Mannington Commercial flooring and Lithonia CPX LED lighting fixtures; furniture and power distribution modifications in three open suites; a 550 calendar day completion deadline for the 320-SGE building with a 30-day government move-in window for equipment relocation. The amendment establishes comprehensive network infrastructure requirements including single-mode fiber optic cable (OS2, 24-strand, armored with corrugated steel tape), Cisco Catalyst 9300-48P network switches with 100GBASE-LR4 active optics, and detailed fiber termination specifications with LC Duplex UPC connectors and fusion-splice requirements. Additional requirements address grounding and bonding of armored cable per NEC Articles 770 and 250, fiber performance thresholds with maximum attenuation limits, and comprehensive closeout documentation including bidirectional OTDR testing and end-face cleanliness certification. The amendment also mandates a new access control system compatible with AMAG Symmetry software supporting FICAM compliance at appropriate assurance levels, including specific hardware models (M4000-DEC4 control unit, M4000-DBB network board, PVC-PAM-B authentication module), dual-factor and single-factor card readers, and standardized labeling procedures for all nodes and readers. Room signage specifications are established per detailed design standards using laser-cut metals and brushed aluminum with ABA room name and number with Braille.

17. 320-SGE Specification 271000: Add to 3.4 GROUNDING:
a. Because the specified Corrugated Steel Tape (CST) armor contains continuous conductive metal, it is susceptible to lightning strikes, ground fault currents, and environmental electrical surges. The contractor must isolate and ground this metallic element in compliance with national and local electrical codes (NEC
Articles 770 and 250).
b. Bonding Specification: The contractor shall install a specialized armored cable grounding clamp (such as a Scotchlok or similar mechanical shielding bond connector) directly onto the corrugated steel tape layer where the outer cable jacket is stripped back inside each building entry point.
c. Enclosure Safety: If the 1U Fiber Distribution Unit (FDU) chassis features an internal metallic ground stud, it must be bonded to the same grounding path.
d. Isolation: The armor must remain completely continuous between 320-SAGE and 300-JWH building. No intermediate grounding to earth or metal structures is permitted mid-span within vaults or pull boxes.
18. 320-SGE Specification 271000: Add to 3.6 FIELD QUALITY CONTROL:
