About this file
This is a Bid Clarification Questions and Answers document for the NIFC 415-MNT Replacement / 320-SGE Construction project dated June 11, 2026.
The document addresses six key areas of bidder clarification regarding scope and cost definition. For VRF system post-occupancy adjustment visits, the Government confirmed bidders should include 3 visits or less within the 12-month period following Substantial Completion, excluding visits for system startup issues or punch list corrections. Identical guidance applies to lighting controls post-occupancy adjustment visits: 3 visits or less within 12 months, not limited for startup or installation corrections. Regarding Section 230548 HVAC seismic restraint requirements, bidders are referred to Q&A Item #101 for clarification on whether a full engineered seismic restraint package with sealed calculations is required or if the scope is limited to standard manufacturer anchorage and installation. For Nexus RF receiver integration with the existing campus system, bidders are directed to specification 265213 and Q&A Items #33 and #105, as well as drawing references E-401 and E-601, for details on contractor responsibilities for programming, commissioning, and system acceptance. Concerning HVAC damper and valve actuator power and control wiring, including whether devices are low-voltage BAS-powered or line-voltage, and trade responsibility allocation, the Government referenced Q&A Item #58. For overhead/roll-up door access control and open-close sensor responsibilities, bidders are directed to Q&A Item #20 for clarification on contractor furnishing, installation, wiring, and programming obligations.

Bid Clarification Questions
[6/11/26: Government Responses are shown below in red]
We are requesting confirmation so all bidders can carry the same scope and avoid undefined costs in the bid.
1. VRF System – Post-Occupancy Adjustment Visits
The specifications require the Contractor to provide on-site assistance when requested within 12 months from Substantial Completion to adjust the system for actual occupied conditions, including visits during other-than-normal occupancy hours.
For bidding consistency, please confirm the total number of post-occupancy adjustment visits bidders are to include in their bid for the VRF system. Since this requirement is difficult to price without a defined quantity, please confirm whether bidders should carry a total of four post-occupancy visits within the 12-month period, or provide the specific number of visits the Government wants included.
We are asking so all bidders can carry the same amount of labor, programming, and controls support, and so the Contractor is not locked into an undefined number of return visits after occupancy.
[Government Response: Post occupancy adjustment visits for the VRF system are expected to be 3 visits or less. This is not limited for visits due to incorrect system startup or installation, and for punch list corrections.]
2. Lighting Controls – Post-Occupancy Adjustment Visits
The specifications require the Contractor to provide on-site assistance when requested within 12 months from Substantial Completion to adjust lighting control devices for actual occupied conditions, including visits during other-than-normal occupancy hours.
For bidding consistency, please confirm the total number of post-occupancy adjustment visits bidders are to include in their bid for the lighting controls. Since this requirement is difficult to price without a defined quantity, please confirm whether bidders should carry a total of four post-occupancy visits within the 12-month period, or provide the specific number of visits the Government wants included.
We are asking so all bidders can carry the same amount of labor, programming, controls support, and return-visit time, and so the Contractor is not locked into an undefined number of return visits after occupancy.
[Government Response: Post occupancy adjustment visits for the lighting controls are expected to be 3 visits or less. This is not limited for visits due to incorrect system startup or installation, and for punch list corrections.]
3. Section 230548 – HVAC Seismic Restraint / Delegated Design Requirements
We are requesting clarification regarding Section 230548 – Vibration and Seismic Controls for HVAC.
This section requires the Contractor to engage a qualified professional engineer to provide delegated design, calculations, and anchorage/seismic restraint details for the HVAC equipment, ductwork, piping, supports, anchors, and fasteners.
Please confirm that bidders are to include a full engineered HVAC seismic restraint package in their bid, including sealed calculations and submittals.
We are asking because this goes beyond standard HVAC installation and may require a separate seismic restraint engineer or vendor. This is not something we have typically seen required on prior NIFC projects, and it may have a cost and schedule impact.
Please confirm whether this requirement is intended to be carried as specified, or if the intent is limited to standard manufacturer/equipment anchorage and installation requirements.
[Government Response: See Q&A Item #101 for the response]
4. Nexus RF Receiver / Existing Campus System Integration
We are requesting clarification regarding the Nexus RF receiver and existing campus system integration requirements.
The drawings require the Contractor to provide and install a new Nexus RF receiver, program it in the web application to self-report, and connect it to the existing campus system. The luminaire schedule also requires emergency lights and exit signs with wireless Nexus RF reporting compatible with the existing
Nexus wireless system in operation at NIFC.
Please confirm whether the Contractor is responsible for complete Nexus programming, commissioning, testing, and final acceptance through the existing NIFC Nexus system.
Also confirm whether the Government will provide the required web application access, system credentials, network/IP information, existing campus standards, and NIFC staff support needed for final integration.
[Government Response: see 320-SGE sheet E-401 key note 7 and E-601, spec 265213, and Q&A Item #
33 and 105]
5. HVAC Damper / Valve Actuator Power and Control Wiring
We are requesting clarification regarding HVAC damper and valve actuators, including power requirements and control wiring.
The specifications require control and electrical power wiring to field-mounted control devices, and the duct accessory requirements include diagrams for power, signal, and control wiring. The drawings also identify certain motorized dampers as requiring a 120V power connection.
Please clarify whether the HVAC damper and valve actuators are intended to be low-voltage BAS-powered devices, line-voltage devices, or a mix of both.
Please also confirm which trade is responsible for actuator power, control wiring, transformers, BAS programming, and functional testing so all bidders carry this scope consistently.
[Government Response: See Q&A Item # 58]
6. Overhead / Roll-Up Door Access Control and Open-Close Sensors
We are requesting clarification regarding the overhead / roll-up door access control and open-close sensor requirements.
The documents indicate the overhead doors are powered and include electric operators; however, the drawings also reference open-close sensors tied to the campus physical access control system.
Please confirm whether the Contractor is responsible for furnishing, installing, wiring, and programming the access control tie-in for each overhead / roll-up door.
[Government Response: See Q&A item #20 ]
