About this file
This is a Bid Clarification Questions and Answers document for the NIFC 415-MNT Replacement / 320-SGE Construction project, issued on 6/11/26 with government responses provided.
The document addresses two primary clarification requests from bidders. The first question concerns Veolia water work pricing responsibility, where bidders sought confirmation on whether water service, water main, and related water utility work must be included in base bids or handled via change order post-award. The government clarified that the prime contractor is required to contract with a Veolia-approved subcontractor and coordinate with Veolia per sheet C-104 key notes, with no Veolia drawing currently available. The second question addresses duct pressure testing requirements under Section 233113, where bidders questioned whether testing applies to all medium-pressure ductwork fabricated at 4 inches w.g. or only dust collection systems rated at 10 inches w.g. The government confirmed that duct pressure testing is limited to dust collection systems only and does not apply to other ductwork such as fan coils, heat pumps, terminal units, constant-volume air handling units, or ERVs.

Bid Clarification Questions
[6/11/26: Government Responses are shown below in red]
We are requesting confirmation so all bidders can carry the same scope and avoid undefined costs in the bid.
1. Veolia Water Work / Pricing Responsibility
We are requesting clarification regarding the Veolia water work shown or referenced in the project documents.
The documents appear to require certain water service, water main, or related water utility work to be completed by a Veolia-approved contractor and/or in accordance with Veolia drawings. At this time, bidders do not have a firm Veolia price to carry.
Based on prior NIFC projects, Veolia typically needs to review routing plans and the proposed new piping layout before pricing can be provided. Without Veolia reviewing the routing plans and issuing pricing, bidders are unable to reasonably budget a firm number for this scope.
Please clarify whether this work will be handled by change order after contract award once Veolia has reviewed the routing plans and provided pricing.
If bidders are required to include this scope in the base bid, please provide the Veolia drawings, routing requirements, approved contractor requirements, and/or a defined allowance so all bidders can carry the same scope and cost.
[Government Response: See Q&A Item # 91. The wording of the sheet C-104 key notes has additional clarification and responsibilities compared to past projects. The prime contractor “is required to contract with Veolia-approved” subcontractor and coordinate with Veolia. A Veolia drawing is not available at this time]
2. Section 233113 – Duct Pressure Testing Requirements
We are requesting clarification regarding the duct pressure testing requirements under Section 233113.
Section 233113, paragraph 3.10, appears to require duct pressure testing for systems with a pressure class over 3 inches w.g. Section 233113, paragraph 3.13, identifies the duct pressure class schedule.
Based on that schedule, fan coils, heat pumps, terminal units, and constant-volume air handling units appear to fall below the pressure class that would require pressure testing. The ERVs also appear to fall under the same intent, since they are not specifically listed and anything not listed appears to be set at 2 inches w.g.
Based on this reading, the only ductwork that appears to require pressure testing is the dust collection system, which is called out at 10 inches w.g. However, Note 5 on M-001 calls for all medium-pressure ductwork to be fabricated at 4 inches w.g., which creates confusion regarding whether additional ductwork must be tested.
Please clarify whether duct pressure testing is required on this project, and if so, whether it is limited to the dust collection ductwork or applies to other duct systems as well.
[Government Response: Correct, duct pressure testing applies to dust collection systems but not other ductwork.]
