About this opportunity
The Department of the Interior Bureau of Reclamation seeks sealed bids for construction of the Block 2-3 Pipeline segment of the Navajo-Gallup Water Supply Project (NGWSP) in San Juan County, New Mexico, with proposals due June 30, 2026 at 1 p.m. Mountain Time. The estimated contract magnitude is between $100 million and $150 million, and this is a firm fixed-price contract with economic price adjustment clauses for fuel and steel.
Work encompasses approximately 11.9 miles of buried water transmission pipeline—6.0 miles of 42-inch diameter pipe and 5.9 miles of 48-inch diameter pipe—plus two 0.3 million-gallon ground-level storage tanks, wash and bored crossings, precast manhole structures, concrete thrust collars, valves, air valves, blowoffs, cathodic protection systems, and associated appurtenances. The project extends from approximately 17 miles east of Shiprock, New Mexico, south of the Frank Chee Willetto Reservoir, to the San Juan Lateral Water Treatment Plant approximately 6 miles east of the intersection of U.S. Highway 491 and Navajo Route 36. Place of performance spans Reclamation, BLM, private, State of New Mexico, and Navajo Nation lands in San Juan County.
The contractor must begin performance within 21 calendar days of notice to proceed and complete all work within 675 calendar days, with an absolute completion date of September 15, 2028. Liquidated damages are $10,278 per calendar day of delay. Performance and payment bonds are required within 21 calendar days of award. All construction materials must comply with Buy American provisions under FAR 52.225-11. The solicitation requires NAICS 237110 (Water and Sewer Line and Related Structures Construction) and PSC Y1NE (Construction of Water Supply Facilities).
Minimum subcontracting goals are 45.87% small businesses, 5% small disadvantaged businesses, 5% women-owned small businesses, 3% HUBZone small businesses, and 5% service-disabled veteran-owned small businesses. Indian preference requirements and subcontracting plan compliance per FAR 52.219-9 are mandatory. Award is to the lowest priced, responsible bidder; the bid guarantee is 20 percent of bid price or $3 million, whichever is less. New Mexico Gross Receipts Tax (6.8125%) and Navajo Nation Gross Receipts Tax (6.00%) are reimbursable separately upon submission of proof of payment documents.
A mandatory site visit was held April 22, 2026. Questions were due May 13, 2026. The most recent amendment (Amendment 0006, posted June 24) provides additional questions and answers; Amendment 0005 (June 16) and Amendment 0004 (June 11) addressed submission methods and additional Q&A. Amendments 0003 (June 9), 0002 (June 1), and 0001 (April 27) updated specifications, drawings, and contract terms. Sealed bids are received by email to Tyler Spencer (tyler_spencer@ios.doi.gov) and Ashton Jones (ashton_jones@ios.doi.gov), by mail to the Four Corners Construction Office (1235 La Plata Highway, Farmington, NM 87401), or in person to Philoma Singer at that same address.
