About this file
This document is a pre-bid conference presentation for the Navajo-Gallup Water Supply Project (NGWSP) Block 2-3 Pipeline Project, held on April 22, 2026. The NGWSP is a $2.3 billion federal infrastructure project authorized under Public Law 111-11 (Omnibus Public Land Management Act of 2009) and administered by the Bureau of Reclamation. The project encompasses two main laterals (Cutter and San Juan) totaling 300 miles of pipelines (20"-48" diameter), two water treatment plants with combined capacity of 43 MGD, 19 pumping plants, and numerous storage tanks, with construction beginning in June 2012. The Block 2-3 Pipeline Project specifically requires construction of 12 miles of water transmission pipe (6.0 miles of 42-inch diameter and 5.9 miles of 48-inch diameter), two 0.3-million-gallon ground-level storage tanks with yard and access road, wash crossings, bored crossings, precast manhole structures, concrete thrust collars and tapers, buried valves and appurtenances, road and utility crossings, erosion control measures, and cathodic protection systems.
The project involves four horizontal directional drilling (HDD) crossings with steel and HDPE pipe materials, ranging from 2,000 to 3,300 feet in length. Bidders should anticipate coordination with potentially five other concurrent contractors working on related components including Pumping Plant 1, San Juan Lateral Water Treatment Plant, Block 2-3 HDD, Reach 1 Bypass Tank, and Frank Crow Willetto Reservoir and Dam. The pre-bid conference included presentations on project overview, procurement details, planned site stops, and job hazard analysis. Emergency contacts include CDSR Contact Dalton Reese (505-512-8679), Hilda Castillo-Smith (505-239-4558), Supervisor Moncef Tihami (505-386-6751), with the nearest hospital being San Juan Regional Medical Center in Farmington, New Mexico. All questions regarding the project must be submitted in writing.
