About this file
This is a Questions and Answers document for Contract 140R4026B0001, the Navajo-Gallup Water Supply Project (NGWSP) Block 2-3 Pipeline, issued by the Bureau of Reclamation.
The document addresses 25 contractor inquiries regarding specifications, drawings, and technical requirements for pipeline and storage tank construction. Key requirements include: all construction materials must comply with Buy American provisions per FAR 52.225-11; steel pipe coil must be sourced domestically and manufactured in the United States; coating repairs at pipe joints must occur prior to backfill, prohibiting "weld after backfill" methods; minimum insurance coverage includes $100,000 employer's liability, $500,000 bodily injury per occurrence, and $200,000-$500,000 automobile liability per FAR 28.307-2. For water storage tanks, specifications allow aluminum vents, require standard 8-inch reinforced concrete floors (not post-tensioned), and mandate 3-rail full perimeter railings. A 6-inch drain line and 30-inch manways are not required for water storage tanks. Maximum water surface elevation shall not exceed 5462.9 elevation with the contractor responsible for setting the overflow weir crest. Hydrostatic testing of pipeline segments between sectionalizing valves is required, and the HDD contractor will test HDD sections under a separate contract. Flushing must include the entire pipeline length continuously including HDD segments, with disinfection required only for the NTUA 4-inch line. Additional excavation for unsuitable material will be treated as a differing site condition rather than an allowance item. A geotechnical report will be provided in a future amendment. Drone/UAS operations are subject to varying regulations across Reclamation, BLM, private, State of New Mexico, and Navajo Nation lands, with contractors responsible for obtaining required permits and approvals.

Block 2-3 Pipeline Questions and Answers
1. Is there any BABA, AIS, Buy America, or Buy American funding involved with the project that would necessitate the steel pipe coil to be sourced domestically and the pipe to be manufactured in the United States?
A. As the Bureau of Reclamation is a Federal Government entity and funding for this project is obligated by Congress, all construction materials must follow requirements of Specification Section 01 61 10 - Buy American and
52.225-11 Buy American - Construction Materials Under Trade Agreements.
2. Specification 33 11 12 - Section 2.02 A - Please add this Coil type ASTM A139 Grade C, D, or E here so manufacturer can use same material to make and pipe and fittings which will be attached to each other. ASTM A139 is already specified in Section 2.01 A.1.
A. Reclamation will update the specifications in Section 2.02 A to allow material as specified in 2.01 A. Updated specs provided.
3. Specification 33 11 12 - Steel Line Pipe: Section 3.01 B.1 and Section 3.04 A.4 – Please delete the sentence “Welding joints after backfill not allowed”. For 42” and 48” diameter pipe, which can easily be ID welded, not allowing the weld after backfill installation method will unnecessarily drive-up installation costs significantly by putting the welding operation in the critical path of production. Weld after backfill is routinely and successfully practiced nationwide with the use of the specific shrink sleeve type manufactured for this method. The proper Canusa shrink sleeve is the Canusa Aqua-
Shield AQW-WAB System for Weld after backfill – which is a two layer system that would need to also be added to Specification Section 09 96 20 – 23
A. Reclamation requires that the coating at the joints be repaired prior to backfill after welding. Allowing the coating to be damaged at the joint, even if limited to the weld itself by 'weld after backfill' techniques, provides a risk for corrosion and no benefit to the government.
4. Please identify the required insurance types and minimum coverage amounts per FAR
28.306 and 28.307-2.
A. The government doesn’t anticipate the need for specific insurance or coverage for work on a government facility as required in FAR 28.306 (a) or
(b). IAW FAR 28.307-2 contractors are required to have the following minimum coverage:
• Employer’s liability coverage of at least $100,000
• Bodily injury liability insurance coverage of at least $500,000 per occurrence
• Automobile liability insurance coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $200,000 per occurrence for property damage.
This is an overview of what is required. It is strongly encouraged that contractors refer to FAR 28.307-2 for additional information and requirements regarding insurance coverage.
5. Specification Section 09 96 00, tabulation No. 7 indicates the exterior concrete tank shall receive a coat of waterproofing such as Thoroseal followed by 2 coats of a waterborne light industrial coating. Please confirm the following proposed system is acceptable per typical AWWA D110 Type III standards. The exterior dome surface shall receive one coat of a cementitious based damp-proofing product such as “Tamoseal” “or-equal,” and one coat of a non-cementitious, high build, 100 percent acrylic resin polymer such as
“Tammscoat Smooth” textured protective coating “or-equal.” Above grade exterior wall surfaces shall receive two coats of a non-cementitious, high build, 100 percent acrylic resin polymer such as “Tammscoat Smooth” textured protective coating, “or-equal.”
A. This is technically acceptable, from a corrosion standpoint, as an “or equal” product.
6. Specification Section 33 16 00, Paragraph 1.04.B.1.a states the tanks shall be 35-feet tall.
Please confirm wall height may be determined by the tank manufacturer provided it accommodates the overflow weir elevation plus 2 feet of freeboard as detailed on Sheet
1695-D-62483.

5463.90. Please confirm the overflow weir elevation shall be 5461.90.
A. Maximum water surface elevation should not exceed 5462.9 elevation.
Contractor to set overflow weir crest as needed as per 33 16 00 1.04 3.
Updated specs will be provided in a later amendment.
15. Sheet 1695-D-62482, Section T indicates a 6-inch drain line. Please confirm this is required on the concrete tank as well as the steel tank.
A. A 6-inch drain line is not required for the water storage tanks. Updated drawing will be provided in a later amendment.
16. For the basis of bid on the ground storage tanks, a full geotechnical report is typically provided, including total settlement, differential settlement, groundwater elevation, bearing capacity, and base preparation recommendations at a minimum. Will a full geotechnical report be provided for bidding purposes, or will the total settlement, differential settlement, groundwater elevation, bearing capacity, and base preparation information be furnished separately?
A. Yes, a report will be forthcoming and issued in an amendment. Update specs will be provided in a later amendment
17. Please clarify if drones/ unmanned aerial systems (UAS) are permitted on-site prior to bid submission for site recognition and documentation purposes, and whether drone operations are permitted during contract performance if awarded. If permitted, please provide any applicable restrictions, approval requirements, security procedures, insurance requirements, or flight authorization protocols that may be applicable.
A. This pipeline passes through Reclamation, BLM, private, State and Navajo
Nation land. Each entity will likely have their own rules and regulations for operating drones/UAS. It is the responsibility of the contractor to verify that they are following all required rules and regulations, for federal, Navajo
Nation, and state.
• Reclamation owned land: Prior to the bid submission, review CFR
43 Part 423 Public Conduct on Bureau of Reclamation Facilities, Lands, and Waterbodies, section 41 Aircraft for guidance on using drones/UAS. After award, contractors may utilize drones when assisting to provide end products. Reclamation cannot take operational control at any point.
• Navajo Nation owned land: The contractor is required to obtain a permit. Contractors must coordinate with the Navajo Nation to obtain this permit.
• Public land: It is the responsibility of the contractor to determine what applicable regulations govern the use of drones/UAS on public land.
• BLM owned land: Contractors must coordinate with the BLM.
• State of New Mexico owned land, contractors must coordinate with the State of New Mexico.
18. Specification 01 51 00 Temporary Utilities indicates 5 water utility owners for potential sourcing for the pipeline test water. Where would the exact sources for water be for each of these entities?
A. Contact utility owners directly for potential source locations.
19. On sheets 2 and 3 of the plan and profile sheets there is a waterline shown to parallel the proposed 48" reach 2 segment. Who owns this waterline and is it currently conveying potable water? Is this a possible potable water source?
A. BOR assumes that this question is about the existing Reach 1 pipeline that is used to convey raw water from the San Juan River to fill the Frank Chee
Willetto Reservoir. This pipeline is owned by Reclamation for the NGWSP.
B. This pipeline is not a potable water source.
20. It was conveyed to the contractors at the site visit that the contractor for the Block 2-3 work will tie onto the HDD segments that are currently under a separate contract. Will the HDD segments already be hydrostatically tested or does the Block 2-3 contractor need to include this in their scope?
A. The HDD contractor will hydrostatically test these sections after installation as part of the separate contract.
21. Is each segment of the Block 2-3 pipeline to be hydrostatically tested independently, between HDD locations?
A. In accordance with Specifications Section 33 11 10, Paragraph 3.11 A 5, each segment between sectionalizing valves is to be hydrostatically tested. This may include HDD locations. The HDD contractor also has requirements within their contract to hydrostatically test the installed HDD post-pullback.
22. Is flushing and disinfection to include the HDD segments for a continuous run or is this to be broken up into segments without including the HDD segments?
A. Flushing and testing is to include the entire length of the pipeline for a continuous run, and includes the HDD segments. Disinfection is only required for the NTUA 4-inch line, in accordance with Specification Section
33 11 10, paragraph 3.10.
23. On sheet 1695-D-60795 Pressure Pipe Trench Installation Sections and Details, on the
Typical Trench Detail there is a callout at the bottom of the trench "Additional excavation as required in unsuitable material. Replace with CLSM or compacted backfill as directed by the COR." Since it is impossible to know the extent of where this application would be needed can an allowance item be added to the bid form for the
Reach 2 and Reach 3 schedules to cover this, based on a unit of Volume and not Linear
Feet?
A. Additional Excavation if encountered for unsuitable material will be treated as a differing site condition. An allowance item will not be added in the Price
Schedule.
24. Are mortar bands acceptable for carrier pipe in lieu of casing spacers?
A. If the mortar bands are an as equal with essential characteristics as given in
Specification Section 33 05 21, Paragraph 2.03; mortar bands may be acceptable.
25. Is cellular grout required to fill the annular space between the carrier pipe and casing pipe?
A. No, the annular space between the carrier pipe and casing pipe shall be taken up by spacers and runners. Pressure grout is to be used between the casing pipe and excavated borings if needed in accordance with Specification
Section 3.01 J and 3.03 E.
