About this opportunity
The Department of the Interior Bureau of Reclamation, Upper Colorado Basin Region, is seeking contractors for construction of the Navajo-Gallup Water Supply Project (NGWSP) Block 2-3 Pipeline located in San Juan County, New Mexico. The work involves construction of approximately 11.9 miles of buried water transmission pipeline (6.0 miles of 42-inch diameter and 5.9 miles of 48-inch diameter pipe), two 0.3 million-gallon ground level storage tanks, wash crossings, bored crossings, precast manhole structures, concrete thrust collars, valves, cathodic protection systems, SCADA equipment with fiber optic cabling, and associated infrastructure. Key requirements include full compliance with federal, tribal, state, and local regulations; maintenance of minimum key personnel qualifications; participation in partnering workshops; comprehensive environmental controls including Storm Water Pollution Prevention Plan compliance; cultural resource and archaeological monitoring; and submission of detailed submittals covering safety programs, quality control plans, construction schedules, and surveying plans. The contract will be awarded to the lowest priced responsible bidder on a firm fixed-price basis, with evaluation based on compliance with solicitation terms and bid responsiveness. Critical dates include a June 24, 2026 bid opening at 10:00 a.m., an April 22, 2026 mandatory site visit, a formal solicitation release on approximately April 10, 2026, and a one-week deadline for questions and comments on the draft solicitation following posting.
This procurement utilizes no set-aside designations and involves full and open competition under FAR Part 14. The estimated project magnitude ranges from $100,000,000 to $150,000,000, with bid guarantees required at 20 percent of bid price or $3 million, whichever is less. Contractors must establish subcontracting goals including 45.87% small businesses, 5% small disadvantaged businesses, 5% woman-owned small businesses, 3% HUBZone small businesses, and 5% service-disabled veteran-owned small businesses. The project location extends from south of the Frank Chee Willetto Reservoir approximately 17 miles east of Shiprock, New Mexico, to the San Juan Lateral Water Treatment Plant approximately 6 miles east of the U.S. Highway 491 and Navajo Route 36 intersection. Prevailing wage rates established by the Department of Labor apply to this construction project, with wage determinations provided for both heavy construction and building construction classifications in San Juan County.
