About this file

This is a technical specification document for the Navajo-Gallup Water Supply Project, San Juan Lateral – Block 2-3 Pipeline, solicitation number 140R4026B0001. The document outlines requirements for construction of approximately 31 miles of water pipeline in New Mexico, including associated infrastructure.

The specification covers multiple work sections: protection of existing utilities; protected species management; soil-applied herbicide application; seeding and revegetation; steel line pipe installation; PVC gravity drain installation for water treatment plant regulating tanks; and steel manifold piping for the San Juan Lateral Water Treatment Plant. Key requirements include verification of utility locations before excavation through New Mexico 811; compliance with Bureau of Reclamation Safety and Health Standards and IEEE electrical safety codes; protection of threatened and endangered species including Mesa Verde Cactus with mandatory awareness training and buffer areas; seeding between July 15 and November 15 using specified native seed mixtures with minimum 85 percent purity and germination; installation of cement-mortar lined and coated steel pipe in accordance with AWWA standards; PVC pipe installation with metallic warning tape; and steel manifold piping with comprehensive weld testing and hydrostatic testing requirements. Measurement and payment varies by item: utility crossing investigations are lump-sum; seeding is paid per acre; steel line pipe and manifold piping costs are included in other price schedules. The specification references numerous ASTM, AWWA, AWS, and ASME standards for materials, welding, testing, and installation procedures. Contractor must submit detailed shop drawings, welder qualifications, seeding plans, equipment certifications, and field weld test results for government approval prior to and during construction.
