About this opportunity

The Department of Agriculture Forest Service seeks rehabilitation and maintenance of National Forest System Road 141 on the Gila National Forest from milepost 0.69 to milepost 18.81, with proposals due June 5, 2026 by 1:00 PM Central Daylight Time. The procurement is a Total Small Business Set-Aside with a $45 million NAICS size standard under code 237310 (Highway, Street, and Bridge Construction).

Place of performance is Reserve, New Mexico. Work must commence within 10 calendar days of Notice to Proceed and be completed within 270 calendar days. The base contract includes pulverizing the existing chip seal surface to 6 inches depth and reshaping the road template; maintaining, extending, repairing, installing, and removing culverts; reconditioning ditch lines and clearing roadside vegetation; and removing and installing sign systems. The first 8.8 miles (milepost 0.69 to 9.47) receive 3 inches of asphalt over 4 inches of aggregate base. Optional items—funded in priority order if budget allows—include 4-inch aggregate surface course over the remaining 9.34 miles, dust palliative application, and fog seal followed by single penetration chip seal over the first 8.8 miles.

Contractor must furnish all materials, equipment, labor, transportation, and supplies. Davis-Bacon wage requirements apply, with rates determined under the New Mexico General Decision effective January 2, 2026. A mandatory site visit occurred May 18, 2026 in Reserve, New Mexico; Amendment 00001 posted site visit attendance and Q&A. Requests for Information are due May 25, 2026 by 1:00 PM Central Daylight Time. The Government will award a firm-fixed price contract to the highest technically rated offeror with fair and reasonable pricing and acceptable or neutral past performance. Performance and payment bonds are required within 10 calendar days of award. All pay items in the Schedule of Items currently show zero unit costs; contractors must provide pricing.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This  announcement constitutes the only solicitation. Proposals are being requested and a separate written solicitation will not be issued.

Solicitation number 127EAX26R0008 is issued as a Request for Proposal (RFP) for NFSR 141 Rehabilitation and Maintenance.

IAW Attachment 1 - Statement of Work and Attachment 2 - Specifications, Gila National Forest has a requirement for the rehabilitation and maintenance of National Forest System Road (NFSR) 141 from milepost 0.69 to milepost 18.81. Work includes but is not limited to pulverizing the entire existing chip seal surface to a depth of 6” and reshaping the road template. Maintaining,
extending, repairing, installing and/or removing existing culverts. Reconditioning the ditch lines, including lead-out ditches, and clearing roadside vegetation. Removing all existing signs/posts and installing new sign systems per the new sign schedule.

Additionally, the base contract will include the segment of the road from milepost 0.69 to milepost 9.47 receiving a 3” layer of asphalt over a 4” layer of aggregate base.  

If funding allows, the optional items will be funded in the order listed in the schedule of items.  Optional item work includes adding 4” aggregate surface course for the remaining 9.34 miles, application of a dust palliative over the entire last 9.34 miles of aggregate surface course, application of a fog seal over the first 8.8 miles followed by a single penetration chip seal over the fog seal. Contractor shall furnish all materials, equipment, labor, transportation and supplies necessary to complete the work associated with the project.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 237310 The small business size standard is $45M. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
