Key submittals include a Traffic Control Plan (due 14 days prior to the prework meeting), Equipment Mobilization Notification (14 days prior to mobilization), Contractor Quality Control Plan (before work begins), and weekly status reports (every Friday by 5:00 PM Arizona time). The contractor must maintain traffic flow and provide safe access for emergency responders and the public, with single-lane closures controlled by flaggers or temporary traffic signals and full road closures authorized only Monday through Friday 6:00 AM to 6:00 PM, plus potential 24-hour closures on Tuesdays and Wednesdays. The contractor must furnish and maintain three electric Portable Changeable Message Signs at specified locations. Construction shall conform to FP-14 Standard Specifications and Forest Service Supplemental Specifications, with no designated water source provided; the contractor is responsible for securing water and bearing associated acquisition costs. The contractor is authorized to operate equipment within 100 feet of the road centerline but must coordinate ground disturbance activities with the Contracting Officer and contact 811 for utility locates before initiating such work.

Project Name

NFSR 141 Repavement

Project Scope

The Gila National Forest has a requirement for the rehabilitation and maintenance of National Forest System Road (NFSR) 141 from milepost 0.69 to milepost 18.81. Work includes but is not limited to pulverizing the entire existing chip seal surface to a depth of 6” and reshaping the road template. Maintaining, extending, repairing, installing and/or removing existing culverts. Reconditioning the ditch lines, including lead-out ditches, and clearing roadside vegetation. Removing all existing signs/posts and installing new sign systems per the new sign schedule.

Additionally, the base contract will include the segment of the road from milepost 0.69 to milepost 9.47 receiving a 3” layer of asphalt over a 4” layer of aggregate base.

If funding allows, the optional items will be funded in the order listed in the schedule of items. Optional item work includes adding 4” aggregate surface course for the remaining 9.34 miles, application of a dust palliative over the entire last 9.34 miles of aggregate surface course, application of a fog seal over the first 8.8 miles followed by a single penetration chip seal over the fog seal. Contractor shall furnish all materials, equipment, labor, transportation and supplies necessary to complete the work associated with the project.

The Contractor shall furnish labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.

Project Location

Gila National Forest, Reserve Ranger District, Catron County, New Mexico. Project is located southeast of Reserve, New Mexico. From Reserve, New Mexico, travel south on NM 435 for approximately 5.2 miles to the beginning of NFSR 141. Continue on NFSR 141 for approximately 0.7 miles to the first cattleguard, the beginning of the project. Continue on NFSR 141 for approximately 18 miles to the end of pavement, end of project.

Period of Performance

The period of performance for this project is 270 calendar days upon issuance of Notice to Proceed.

Traffic Control and Road Closure Requirements – NFSR 141 Repaving Project

The Contractor shall maintain traffic flow and provide safe access for emergency responders, Forest Service personnel, and the public to the maximum extent practicable throughout the project duration.

1. Lane Closure and Emergency Access Requirements

The Contractor shall maintain one lane open to traffic whenever feasible to allow emergency access and minimize disruption to public and administrative use.

Single-lane closures shall be controlled by flaggers or temporary traffic signals in accordance with the approved Traffic Control Plan (TCP).

2. Traffic Control Plan (TCP)

The Contractor shall submit a detailed Traffic Control Plan for single-lane closures to the Forest Service for review and approval prior to beginning construction activities. The TCP shall comply with the Manual on Uniform Traffic Control Devices (MUTCD) and all applicable federal, state, and local regulations.

3. Full Road Closures

Full road closures are authorized under the following conditions:

· Monday through Friday, 6:00 AM to 6:00 PM, when required for construction operations.

· Potential full-day closures on Tuesdays and Wednesdays (24-hour closure) when necessary for paving operations, curing, or other construction constraints.

· If a full-day closure is not required on Tuesday and/or Wednesday, the Contractor shall notify the District Ranger in advance of the change.

4. Weekend Access

The Contractor shall ensure both lanes are open to traffic on weekends (Saturday and Sunday). No full closures are permitted on weekends unless approved in writing by the Contracting Officer (CO).

5. Unscheduled Full Closures

If an unscheduled full road closure becomes necessary, the Contractor shall notify the Forest Service Contracting Officer’s Representative (COR) and the District Ranger at least seven (7) calendar days in advance and obtain written approval prior to implementing the closure.

6. Portable Changeable Message Signs (PCMS)

The Contractor shall furnish and maintain three (3) electric Portable Changeable Message Signs (PCMS):

· One sign at the southern project approach.

· One sign at the northern project approach.

· One sign at Horse Springs.

Signs shall be placed at standard advance warning distances, with locations coordinated with and approved by the local Forest Service office, and display messaging compliant with MUTCD and all applicable state and federal regulations. Message content shall be coordinated with and approved by the Forest Service COR prior to deployment.

7. Period of Performance

The period of performance for this project is 270 calendar days, with substantial completion required by [INSERT DATE].

Catron County has a scheduled roadway project on New Mexico State Highway 435, which terminates at the south end of NFSR 141 for a 120-day period following this completion date, and the Contractor must coordinate activities to avoid conflict.

8. Failure to Meet Completion Date

If the Contractor fails to complete work by [INSERT DATE], the Contractor shall either:

1. Reroute project access and operations via [INSERT ROAD NAME AND DIRECTION], subject to Forest Service approval, or

2. Suspend operations and remobilize after completion of the Catron County project.

All additional costs associated with rerouting, demobilization, and remobilization shall be borne by the Contractor unless otherwise approved by the Contracting Officer.

9. Ground Disturbance

Contractor is authorized to operate contractor’s equipment within 100’ each side of NFSR 141 centerline but shall coordinate such activities with the CO to limit resource damage. This includes activities such as accessing culvert outlets to address culvert extensions or gathering rock for use as rip rap.

Before initiating any ground disturbance activities, the contractor shall contact the Utility Locator Service at 811 to have all utilities located.

Technical Requirements

The requirements contained in the following specifications are hereby made a part of this solicitation and any resultant contract. No changes to the specifications, terms, or conditions of this statement of work shall be made without the prior written approval of the Contracting Officer.

FP Standard Specifications Construction shall conform to the specifications in the “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14”, U.S. Customary Units, is applicable for this project, and is included by reference only.

Forest Service Supplemental Specifications Forest Service Supplemental Specifications (FSSS) are made part of this solicitation and any resultant contract. FSSS modify the FP-14. They may add to, delete from, or modify the FP-14 standard specifications.

Government Furnished

The Government has no designated water source. The contractor will need to work with the Village of Reserve, private landowners, or others to identify a water source for project needs. Any costs associated with the acquisition of water shall be the contractor’s responsibility. Any water needed for any phase of the work during the project shall be considered an indirect cost.

Before material from a commercial source is delivered to the work site

Reporting Requirements: The contractor is required to provide written progress reports weekly for the duration of the project. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved, as well as any problems that have arisen but have not been completely resolved and an explanation. Commercially sourced select granular backfill shall conform to FSSS Table 704-2. The Contractor shall provide the Forest Service with documentation that verifies compliance of select granular backfill with FSSS Table 704-2.
