Questions
Is there an alternate way around if the road (NFSR141) is closed?
Yes, NFSR 94, Bursum Road (NM State Highway 159). NFSR 141 is the primary route between Reserve area and Negrito Work Center/ Snow Lake/ Willow Creek areas
What is the traffic flow like throughout the year?
Summer traffic ~70 Average Daily Traffic (ADT) based on FHWA Pavement & materials Report 2016. Higher ADT during fall hunting season.
When is hunting season in this area?
Middle of August through October
Can the contractor work in winter?
Yes, contractor can work all year assuming the weather permits and has no effects on quality of work.
Are there existing utilities along the roadway?
Yes, there are existing communication lines along the road. Western New Mexico Communications. Contractor to confirm any others and is responsible for all utility coordination.
Is there any information on potential water sources?
Contractor is responsible for locating water source. Two possible options mentioned are Village of Reserve and Keller Logging.
What is the depth to water?
Unknown. Possible information may be found on the New Mexico Office of the State Engineer website Is there centerline roadway striping?
Per contract there are only white lines on side of roadway. No centerline strip is included in the bid.
Is there an engineer’s estimate?
Government estimate can not be shared.
Will the contractor have to haul in aggregate Base in?
COR, possible commercial source Swapp Const. Luna, NM. Borrow pit on district?
Is there a Flush Coat before Chip Seal Coat?
This can be addressed if the optional items are awarded and the order may be reversed.
Does the forest want the few larger trees requiring removal, cut and stacked along the road for public to use for firewood?
yes Can the wood material being removed as part of clearing and grubbing be shred/chipped on site?

Are there truck turnarounds?
Turnaround locations will be identified to the COR and then will be approved/disapproved depending on required mitigations if they are used.
Are the curves requiring widening identified?
Yes, they are identified along with dimensions on sheet DT-03 Where does the material come from to widen selected curves?
The material will be hauled into the project.
Is there 6 inches of aggregate base below the road surface?
Contractor will need to verify prior to pulverization activities.
Was test boring performed along the roadway?
Yes , report will be made available, see 141 Road Log.
Are the drainage culverts long enough if they are located on a curve that is being widened?
The work is identified in the plans if extensions are needed.
Is the contractor responsible for working just the main road (NFSR141) or portions of spur roads intersecting NFSR141?
There is a table of intersections that will be worked see table of intersections.
Is the contractor responsible for tree stump disposal?
yes
Is there a potential source for riprap material?
Possibility of using Eckleberg Pit???
Is there an escalation clause for this contract?
No
Please confirm the SOW required at the cattle guards. The plans state to remove and replace the cattle guards on pages GA-03 & GA-05 However Spec 303.07 states "Remove cattleguard decks. Clean the deck and the area beneath the cattleguard of soil and other material to the bottom of the original foundation over the entire width of the installation. Dispose of waste at designated sites or according to Subsection 204.14. Reinstall the cattleguard deck.". Are we to remove and replace the steel and precast or clean and reinstall?
The cattle guards will be removed and replaced; the old ones will be disposed of off of National Forest lands.
Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
No, the roles just need to be clearly identified.
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Specific material/equipment delays will need to be identified to the CO to determine if the delays require an extension to the POP.

No, the project could be completed without phasing depending on construction schedule.

Can the FHWA confirm the testing characteristics that are considered for the statistical analysis/PWL pay items?

Does the QCM and Tester have to be 2 separate individuals?
No, the roles just need to be clearly identified.
Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
