About this opportunity
The Department of Veterans Affairs is soliciting proposals for the National Dialysis Services Contract (NDSC), seeking multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to provide comprehensive dialysis services to Veterans with End-Stage Renal Disease (ESRD) and Acute Kidney Injury (AKI) nationwide. The solicitation requires contractors to deliver center-based hemodialysis, home-based hemodialysis, peritoneal dialysis, and home dialysis training services through CMS Medicare-certified facilities that maintain a minimum 3-star quality rating. Contractors will be reimbursed at 100% of the applicable locality-adjusted Medicare rate for dialysis services plus a per-member-per-month (PMPM) administrative fee for each active Veteran receiving services. The VA will evaluate proposals using a best-value trade-off approach across six factors: Facility Certification (Go/No Go), Project Management, Program Integrity, Clinical Quality, Past Performance, and Price, with technical factors being significantly more important than price. Proposals were originally due August 14, 2025, but have been extended multiple times with the final deadline set for September 5, 2025, at 12:00 PM EST.
This solicitation does not include any set-aside designations and is open to all qualified contractors capable of providing dialysis services across the specified geographic areas. The contract has an estimated aggregate value of $6 billion and will include a base period from January/April 2026 to December/March 2027, with four additional one-year option periods extending through 2031. The VA processed approximately 19,268 unique patients requiring non-VA dialysis care in fiscal year 2024, indicating the substantial scope of services required under this contract. Performance will occur across the United States, its territories including Puerto Rico, Guam, U.S. Virgin Islands, American Samoa, and Northern Mariana Islands, and the District of Columbia. The contract will be administered through the VA's Veterans Integrated Service Network (VISN) structure, with contractors required to establish comprehensive administrative capabilities including customer service centers, claims processing, clinical quality monitoring, and fraud prevention programs.
