• The purpose of this preproposal conference is to provide an overview of the solicitation and present key aspects of the NDSC program to ensure potential Offerors have a clear understanding of the requirements and the proposal submission process.

• The solicitation is the official document of record for this requirement. The content and language within the solicitation takes precedence between the presentation if there are any discrepancies.

Agenda

• The Department of Veterans Affairs, VHA Office of Integrated Veteran Care (IVC) and the Strategic Acquisition Center (SAC) are hosting this preproposal conference to ensure Offerors have full visibility into the solicitation requirements, captured under solicitation no. 36C10G25R0022.

• There will not be a live question and answer period.

• The Government will not pay any costs incurred by an Offeror for attending the preproposal conference or preparing and submitting questions related to the RFP.

• The RFP does not commit the Government to pay any of the costs associated with the preparation and submission of proposals.

• The purpose of the preproposal conference does not constitute any type of approval or authorization for any Offeror to perform any services related to this specific solicitation.

Guidelines

CLIN 0001 Overview – Dialysis Services CLIN Description Overview

Dialysis Services is inclusive of all authorized dialysis services for End-Stage Renal Disease (ESRD) and Acute Kidney Injury (AKI) from accredited community-based dialysis service providers. This includes providing, supervising, and monitoring outpatient chronic hemodialysis and peritoneal dialysis and AKI services to Veterans; providing home-based hemodialysis services, training, and home visits to Veterans; and diagnostic testing.

This CLIN is priced and reimbursed at 100% of the applicable locality adjusted Medicare Rate.

NOTE: There is not an opportunity for Offerors to price this CLIN at percentages above 100% of the applicable locality adjusted Medicare rates.

CLIN 0002 Overview – Active PMPM Admin Fee CLIN Description Overview Administrative Services will reimburse the contractor for the administrative services required to manage and deliver the services purchased under this contract. This includes costs related to dialysis services, authorized through an Approved Referral, that occur to maintain availability and accessibility of an adequate number of CMS Medicare Program certified dialysis facilities, qualified healthcare providers, and necessary resources to meet the needs of Veterans requiring dialysis treatment.

This CLIN is reimbursed at the Active PMPM Administrative Fee based on each Active Veteran receiving dialysis services in a designated month.

These fees are separate from the costs of providing dialysis services (CLIN 0001) and Implementation (CLIN 0003). Administrative services and activities could include, but are not limited to, the following items:

Claims Appeals Claims Processing Clinical Quality and Patient Safety Monitoring Credentialing Customer Service Data Analytics Fraud, Waste, and Abuse Medical Document Procedures Invoicing and Billing Project Management Referrals Management Training

Active PMPM Admin Fee Defined Active Per Member Per Month (PMPM) Administrative Fee The offeror shall propose an “Active Veteran Per-Member Per-Month (PMPM) Administrative Fee” rate to capture a one-time administrative cost when an Active Veteran receives dialysis services in a designated month.

NOTE: Active Veteran Definition: Active Veterans are those Veterans who have availed of contractor services (i.e., received care) in a particular month. A Veteran is counted as active (count=1) in a particular month if they have sought care at least once in that month. PMPM is not paid for all enrolled Veterans but for only those Veterans that have sought care one or more times in that month.

CLIN 0003 Overview – Implementation CLIN Description Overview Implementation of services as outlined in the PWS.

Deployment and implementation of dialysis services within 90 calendar days of award.

Offerors shall propose a lump sum price, in dollars, to complete implementation.

Volume V Requirements

• The VA intends to award a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Offerors based on the proposals that are determined to be the best value to the Government. Award will be made to offerors on the basis of a best-value trade-off per FAR 15.101-1. The Government will award one or more contracts resulting from this solicitation to the responsible offerors whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

Evaluation Factors

• Evaluation Factor 1 is Go/No Go. Each Offeror’s proposal will be rated either Successful or Unsuccessful for this factor. An Offeror that receives an “Unsuccessful” rating for this factor will not be evaluated any further for any of the other factors as they will be ineligible for award.

• Evaluation Factor 2, Evaluation Factor 3, Evaluation Factor 4, and Evaluation Factor 5 are equally weighted and when combined, are significantly more important than the price factor. Ultimately, the price must be determined fair and reasonable to be eligible for award. Since the government does not anticipate in engaging in discussions, offerors should submit their best priced offer with the proposal submission.

Evaluation Criteria

• Post-conference questions must be submitted to the CO no later than July 22, 2025, by 5:00 PM, EST.

• VA to review questions and provide answers via amendment on or around July 31, 2025.

• Offers due on August 14, 2025, by 5:00 PM, EST.
