A. The purpose of this amendment is to announce an upcoming preproposal conference for the National Dialysis Services Contract (NDSC). Please reference the continuation page for details and instructions.

NDSC Preproposal Conference:
The Veterans Health Administration (VHA), Office of Integrated Veteran Care (IVC) will be hosting a preproposal conference on July 15, 2025, for Request for Proposal (RFP) 36C10G25R0022, National Dialysis Services Contract (NDSC). The RFP and associated attachments are available through Contracting-Opportunities on SAM.gov.
Details and Instructions:
1. The preproposal conference will be located in McLean, VA near Tysons Corner. A virtual option will be available via MS TEAMS.
2. All interested Offerors attending the preproposal conference (onsite or virtual) must submit the full name of attendee(s) and email address to the Contracting Officer (CO) no later than July 9, 2025, by 5:00 PM, EST. No more than one (1) attendee is allowed per Offeror for onsite attendance. A state-issued identification card or driver’s license is required for onsite attendees.
3. Further details, instructions, and conference logistics will be shared through email with attendees individually after the required information is submitted to the CO.
4. Attendance is not mandatory and does not preclude an Offeror from submitting a proposal in response to the RFP.
5. Offerors are encouraged to submit RFP related questions prior to the conference to the CO no later than July 9, 2025, by 5:00 PM, EST. Answers to the questions received will be addressed at the conference at the discretion of the CO and posted via an amendment to the solicitation.
6. There will not be a live question and answer period at the conference.
7. There will be an opportunity for Offerors to submit additional questions after the preproposal conference. Post-conference questions must be submitted to the CO no later than July 22, 2025, by 5:00 PM, EST. Answers to the questions received will be posted accordingly at the discretion of the CO via an amendment to the solicitation.
8. The Government will not pay any costs incurred by an Offeror for attending the preproposal conference or preparing and submitting questions related to the RFP.
