About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks general construction and site improvements at Fort Custer National Cemetery in Augusta, Michigan, with sealed bids due October 6, 2026 at 10:00 a.m. Central Time. This is a Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that category.
Work includes base bid construction of a 3,360-niche columbarium, gravesite sections for 3,712 pre-placed crypt burials, and gravesite sections for 6,821 in-ground cremains interments (CLIN 0001). Three option line items follow: maintenance yard asphalt-to-concrete pavement replacement (CLIN 0002); site improvements comprising Administration Building and PIC/Restroom renovations, a new storage building, and swing space (CLIN 0003); and irrigation system expansion with permanent power to Committal Shelter A (CLIN 0004). The government's estimated magnitude is between $10 million and $20 million. A bid guarantee of 20 percent of total bid amount or $3 million maximum, whichever is less, is required. Award will be made to the lowest responsive and responsible bidder on base bid plus the greatest number of additive alternates funded within available budget.
Performance spans 540 calendar days (18 months) from Notice to Proceed. All work must occur during normal business hours, Monday–Friday, 8:00 a.m. to 4:30 p.m., excluding Federal Holidays, with ongoing cemetery operations and internments requiring close coordination with the Cemetery Director. NAICS 237990 (Other Heavy and Civil Engineering Construction); PSC Y1PZ (Construction Of Other Non-Building Facilities).
The solicitation has been amended eight times since posting August 19. The most recent amendment (October 5) incorporated Davis Bacon wage determinations MI20260061 and MI20260087 for Kalamazoo County, Michigan, and provided 50 Requests for Information responses. Contractors must attend a mandatory pre-bid site survey held September 9, 2026. Key contacts: Contracting Officer Shane Hilts and NCA Project Manager/COR Brian Ballweg.
