About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) with associated Prebid Requests for Information (RFI) and Responses for a federal construction project.

The solicitation number is 36C78626B0005 for Project 909CM3030, Cemetery Expansion and Site Improvements at Fort Custer National Cemetery, issued by the Department of Veterans Affairs, National Cemetery Administration, Contracting Services in Triangle, VA. The amendment was issued October 5, 2026, by Contracting Officer Shane Hilts to provide additional RFI answers to offerors and bidders. The Government's estimated magnitude of construction is between $10,000,000 and $20,000,000. A bid guarantee/bond is required at 20% of the total bid amount or $3,000,000 maximum, whichever is less, calculated on the base bid plus evaluated options. Bid options will be evaluated sequentially in the order listed, with award made to the lowest responsive and responsible bidder based on base bid plus the greatest number of additive alternates that can be funded within available budget. The project is not tax exempt; all applicable federal, state, and local taxes must be included in bid amounts. Attendance at the pre-bid conference was not mandatory.

The RFI responses address 50 substantive questions across landscape, crypts, civil, contractual, electrical, irrigation, architecture, and general project management topics. Key clarifications include: minimum mulch depth of 3 inches for tree planting; soil for sod depth of 6 inches; 2-inch identification layer must be sand (not pea gravel) on top of crypts; geotextile fabric must be wrapped to the top of crypts on perimeter and interior units; 6-inch stencils are permitted for crypt numbering; grading contours will be revised for consistent finish grade elevations; PPC underdrain daylighting requires ground stabilization with sod/seed prior to closeout; finished grades are shown on CG104; tree clearing and construction can only occur during inactive turtle season (November 16 through March 31) per MDNR review, though other construction activities may occur during active season with BMP Option 3 implementation including twice-daily turtle surveys; superintendent may serve dual or triple roles if managing responsibilities effectively, though Government retains right to request additional personnel; columbarium mockup must be standalone per contract requirements; precast crypt manufacturer qualifications documentation with minimum 3 years experience must be submitted with shop drawings; crypt installer qualifications may be submitted post-award with shop drawings; SSHO (Safety and Site Health Officer) or Quality Control position requires 5 years of construction safety-related experience for CSP or CHST certification; specific Buy American Act compliance and manufacturing location documentation required for irrigation equipment; all previously issued addenda (01-02) are posted on sam.gov; reissued drawing S-E-501 (Amendment 5, dated 9.25.2026) governs all electrical changes; reissued Volume 3 irrigation drawings (Amendment 5, dated 9.25.2026) include revised and added sheets 1 and 16-22 as clouded on cover sheet LI100; and architectural specifications require basis of design products including ArmorGarage Military Industrial Epoxy Floor System for concrete epoxy coating and Foundation Armor SX5000 penetrating concrete sealer, with contractor matching existing site benches and trash receptacles, providing two wood grain plastic benches, and providing bronze service seals for new Committal Shelter C plus reinstallation of six seals (five existing repositioned plus new Space Force seal) at existing shelters.

38 General Amendment References Page 3 of the amendment appears to indicate that the incorporated changes are associated with "Addendum No. 03."

-Were Addendum Nos. 01 and 02 issued previously?

-If so, are those addenda applicable to this project?

-If they are applicable, should they be included as part of the bidding documents?

All are posted on sam.gov.

39 Electrical Duplicate Drawing Sheet Number S-E-501 The amendment contains two drawing sheets identified as S-E-501, both bearing the title "Electrical Power One-Line Diagrams."

-The sheets contain distinctly different design information.

-Which version is intended to govern?

-If both are required, please clarify their intended sequence and application.

See reissued Drawing S-E-501 issued and noted as Amendment 5, dated

9.25.2026 governs for all changes since IFB documents dated 1.30.2026.

40 Electrical Missing Referenced Detail An enlarged callout for 1/S-E-601 has been added to Sheet S-ES101.

-However, the referenced detail does not appear to be included on Sheet S-E-601.

-Please clarify whether a revised or additional drawing sheet is missing from the amendment package.

This callout should be referencing detail C6 (generator pad and dimensions) on S- E-601. See reissued S-ES101 (Amendment 5, dated 9.25.2026)

41 Electrical Revision Tracking on Sheet S-E-501 The revision block on Sheet S-E-501 references both "Generator Addendum 7-24-2026" and "Amendment 01."

-Keyed Note #15 appears to have been added under Amendment No. 2 and is specifically clouded.

-Keyed Notes #7 through #14 also appear to be new additions but are not clouded or otherwise identified as revisions.

-As currently presented, it could reasonably be interpreted that only the addition of Note #15 constitutes a change.

See reissued Drawing S-E-501 issued and noted as Amendment 5, dated

9.25.2026 governs for all changes since IFB documents dated 1.30.2026.

42 Electrical Inconsistent Revision Blocks Throughout the drawing package, revision blocks reference various combinations of "Amendment 01" and "Generator Addendum," while some drawings contain no revision references at all.

-Please clarify the relationship between the amendments and addenda.

-Additionally, please confirm how revisions are intended to be identified and tracked throughout the drawing set.

Reissued drawings marked Amendment 5, dated 9.25.2026 governs for all changes since IFB documents dated 1.30.2026.

43 Irrigation Volume 03 Drawing Revisions It appears that the original 15 sheets in Volume 03 were replaced in their entirety, and seven additional sheets were added.

-While the drawing index reflects the addition of new sheets, there is no indication of what revisions were made to the original 15 sheets.

-Additionally, several newly added sheet numbers do not appear to correspond with the updated drawing index provided.

-Sheet LI100 does not match the drawing index designation as the Volume 03 cover sheet.

-This discrepancy was only identified because the revised cover sheet was not listed among the changes noted on Page 3 of the amendment.

Reissued Volume 3 of 3 drawings marked Amendment 5, dated 9.25.2026 governs for all changes since IFB documents dated 1.30.2026.

Revised and added sheets include sheet

44 Irrigation I have many questions on amendment #3 Wells. The specs (diagrams) on each sheet appears to be the same drawing on every sheet even though each well produces very different GPM’s. The details show 3” intake and 3” discharge pipes with 2 of the wells claiming to produce 450 to 500 GPMs, need larger pipe diameters for that flow. Also, are all the existing well casings 8”? One spec is calling for a 75HP pump ,generally need a 12” to 14” well casing for the size pump, is the pump size correct? Are the new “Skid packages” to be enclosed? These are just a few questions that stand out.

Also the attached photos appear to be of the same 2 wells on all the pages.

Can a walk thru onsite be scheduled to view each well location and review the required demolition? Wells were not discussed at the earlier walk thru.

See RFI 43 response

• No TES permit is required per consultation with MDNR/USFWS during design.

• Contractor shall only perform tree clearing and grubbing within the inactive window for turtles – November 16 – March 31.

• All other Construction activity outside of tree clearing/grubbing CAN occur during the active season as long as the following BMP Option 3 is implemented (per program for turtles document attached) – NOTE the contractor shall identify an employee or consultant to search for turtles ahead of heavy equipment and move any turtles found out of the project site – this must be done at least twice a day during daylight hours on days when work will occur. (see attached Program for turtles impacted by development projects for Option 1 and Option 3 BMPs along with noted instruction for any turtle mortality that results from project activities). Option 2 is not recommended as the project site is prohibitively large to fence.
