About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 4 is soliciting durable medical equipment storage, delivery, installation, repair, and related services for VISN 4 East medical centers, with proposals due September 8, 2026. This is a 100% small business set-aside IDIQ contract with evaluation preference for Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses.
Place of performance spans five VA medical center locations—Coatesville, Lebanon, Philadelphia, Wilkes-Barre, and Wilmington—with service obligations across their defined geographic catchment areas in Pennsylvania, Delaware, New Jersey, Maryland, and New York. The contractor must maintain storage facilities of 1,500–2,500 square feet per location meeting NFPA fire codes, provide 24/7 services including four-hour emergency response, and achieve 98% or greater acceptable quality level across all tasks. Contractor personnel must complete VA Privacy and Information Security Awareness training, HIPAA training where applicable, and manufacturer-specific competency certification. The contractor must maintain Joint Commission certification or equivalent accreditation and comply with HIPAA and VA security requirements.
The contract runs October 21, 2026 through October 20, 2031, comprising a base year and four one-year option periods. Nine service categories are priced by line item across five locations: basic DME delivery and pickup, repair services billed hourly by job complexity tier, grab bar installation and assessment, after-hours emergency delivery and repair, equipment cleaning and processing, complex power chair assembly with certified technician, telehealth equipment installation, and patient-specific equipment pickup. The estimated contract maximum is $8,990,000 with a minimum guarantee of $25,000. Evaluation criteria include technical capability, past performance, veterans involvement, and price. Amendment 1 posted August 18, 2026 clarifies single-award scope, emergency definitions, the $500 preauthorization limit for emergency repairs, and transition procedures requiring 15 calendar days for property pickup and 90 calendar days for operational transition. NAICS 621610; PSC N065.
