About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 seeks Durable Medical Equipment storage, delivery, installation, repair, and related services for VISN 4 West medical centers, with proposals due September 8, 2026. This is a total small business set-aside; the solicitation is a recompete of an existing contract and expects a single award.
Place of performance spans five medical centers across Pennsylvania, Ohio, West Virginia, New York, and Maryland: James E. Van Zandt VA Medical Center (Altoona), Butler VA Health Care System (Butler), Erie VA Medical Center (Erie), H. John Heinz III VA Medical Center (Pittsburgh), and Pittsburgh VA Medical Center (Pittsburgh). The NAICS code is 621610, Home Health Care Services; PSC is N065.
The contract is an Indefinite Delivery/Indefinite Quantity firm-fixed-price arrangement for five one-year ordering periods (October 21, 2026–October 20, 2031). Services include basic DME delivery and installation with patient instruction; repair services for DME and wheelchairs; installation of VA-supplied grab bars; 24/7 after-hours and emergency delivery and repair with four-hour response standards; equipment cleaning and processing; complex power chair setup with certified technician follow-up; telehealth equipment installation; and patient-specific equipment pick-up at VA facilities. The contractor must maintain 2,000–2,500 square feet of climate-controlled storage per major site, obtain Joint Commission certification or equivalent, achieve 98% or greater acceptable quality level across all tasks, comply with VHA infection control and flu immunization directives, and provide biweekly inventory and monthly timeliness reports. Emergency repairs have a $500 preauthorization limit (all-inclusive).
Estimated maximum contract value is $8.99 million with a minimum guaranteed order of $100. Evaluation criteria include technical capability, past performance (two examples of similarly scoped work required), veterans involvement status (SDVOSB or VOSB preference), and price using comparative evaluation. Amendment 1 issued August 18, 2026 clarified contract scope, corrected geographic references (McKean County, Pennsylvania), and provided vendor questions and answers addressing pricing, emergency definitions, facility requirements, and transition procedures. Small-business prime contractors are subject to FAR 52.219-14 subcontracting limitations.
