About this opportunity
The Department of Veterans Affairs seeks removal, rebuild, and reinstallation of Boiler Feed Pump No. 6 at Lyons VA Medical Center in Lyons, New Jersey, with proposals due October 15, 2026. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS 811310 with a $12.5 million size standard.
Place of performance is 151 Knollcroft Road, Lyons, NJ 07939. The work requires removal of an inoperable Pentair Aurora Model 431B pump (4-inch suction flange, 2-inch discharge flange, 300 lb pressure rating), installation of a government-furnished rebuilt spare Model 431B pump using laser alignment per manufacturer specifications, rebuild and overhaul of the removed pump at the contractor's facility, delivery of an overhaul seal kit, and provision of a new rotating pump assembly. Work must be completed within 30 days of contract award during an 8-hour boiler plant shutdown window (9:00 AM start). The existing 30 HP Siemens motor (230V, 3-phase, 3525 RPM, NEMA Frame 286TS) will be reused. The contractor is responsible for mechanical piping disconnect and reconnect, shaft alignment work, and operational testing; VA personnel handle electrical motor disconnection/reconnection and all lockout/tagout procedures. Standard working hours are 7:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays. Base period runs November 15, 2026 through February 14, 2027, with four option years.
This is a firm-fixed-price contract. The contractor must provide 12 months manufacturer warranty on all materials and guarantee defective materials and workmanship at no cost to the VA. Questions were due October 6, 2026. Evaluation criteria include technical capability, relevant experience with three required references, submission of a signed Limitations on Subcontracting Certification, and cost/price fairness and reasonableness. Amendment 0001 posted October 7, 2026, clarified that the government-furnished rebuilt spare pump was previously rebuilt and tested by Frontline Industries.
