About this file
This document is a Summary of Modifications/Changes tracking the revision history of Section 23 21 13 Hydronic Piping specification for the U.S. Department of Veterans Affairs Office of Construction & Facilities Management, spanning updates from September 2012 through September 2026.
The most recent update (September 1, 2026) implements Standards Alert SA-029 content by revising Type K or L copper specifications to become Type L copper only in paragraphs 2.2.A.2 and 2.2.B, and changing Schedule 40 piping references to STD (Standard) Schedule in paragraph 2.2.A.1. The June 1, 2025 version (superseding March 1, 2023) edited specification notes to remove manufacturer names while prohibiting compression and slip-on fittings in section 2.3, added prohibitions on compression and mechanical press-on fittings in section 2.4, and removed mechanically formed tee connections. The March 1, 2023 version made general updates for consistency, removed definitions with reference to Section 23 05 10 for acronyms, updated related work and applicable publications sections, added prohibitions on compression fittings, incorporated gate valves and braided hoses, and referenced Section 23 05 11 for as-built documentation. Earlier versions progressively added related work sections, updated applicable standards publications, added submittals requirements including O&M manuals and training qualifications, established metric unit precedence, deleted grooved/mechanical coupling connections, revised ASME references to BPVC Section VIII, changed NEC references to NFPA 70, added COR (Contracting Officer Representative) language, and removed mechanical press sealed fittings as an option for copper tubing joint fittings in the 2012 update.
