About this opportunity

The 47th Contracting Squadron at Laughlin Air Force Base, Texas, is soliciting renovation of Silver Wings, Building 308, a commercial restaurant and dining facility, with proposals due September 21, 2026 at 10:00 a.m. CDT. This is a 100% small business set-aside procured as a combined synopsis and RFQ (FA309926Q0022) under FAR Part 12, with NAICS code 236220 (Commercial and Institutional Building Construction) and a small business size standard of $45.0 million in annual receipts.

Place of performance is Laughlin Air Force Base, Texas. The contractor must provide all labor, equipment, and materials for a design-build renovation encompassing approximately 1,600 square feet of restaurant space (kitchen, dining, and service areas) plus 600 square feet of second-floor hallway flooring within Building 308. The award vehicle is a firm-fixed-price contract. Amendment 001, effective September 11, 2026, revised the Statement of Work to incorporate updated project requirements; the most recent SOW was posted September 18, 2026.

The total period of performance spans 413 calendar days across three Notices to Proceed: NTP #1 for design (245 days), NTP #2 for materials procurement and equipment delivery (91 days), and NTP #3 for construction (77 days). The contractor must begin performance within 10 calendar days of award and complete all work within the stated timeline. Performance and payment bonds are required within 10 days of award. The Government estimates a 20% bid guarantee or $3 million, whichever is less. Funds are not currently available.

Work scope includes electrical system upgrades with new point-of-sale stations, Cat VI data infrastructure, and menu monitors; plumbing modifications for food service equipment; HVAC updates; ceramic tile flooring in the kitchen (Metropolitan Ceramics XA-Abrasive 57XA Puritan Gray), vinyl composition tile in dining and hallway areas (Armstrong products specified), wall treatments (stainless steel and fiber-reinforced panels), LED lighting, and commercial millwork. The hallway requires vinyl composition tile (Armstrong Imperial Texture 57502 Cafe Latte) with rubber cove base. All work must comply with UFC standards, NFPA codes, ABA/ADA accessibility requirements, AFMAN 48-147 Tri-service Food Code, and Laughlin AFB Installation Facilities Standards. The contractor must employ a Qualified Fire Protection Engineer and Food Service Designer.

A pre-award site visit is scheduled for August 28, 2026, at 10:00 a.m. CDT; all attendees must be U.S. citizens able to obtain base access. Questions related to the site visit were due September 2, 2026 at 3:00 p.m. CDT. The Government will prioritize safety requirements for window films per UFGS Section 08 87 23.13. Four drawing attachments are available upon request from contracting points of contact (SSgt Ian Monis, SSgt Nat Chen, A1C Payton).

Evaluation is on a best-value basis with price as the most important factor, followed by technical approach and past performance. Technical evaluation focuses on design-build integration strategy, commercial kitchen and MEP approach, three-NTP schedule management, and interior demolition management, with submissions limited to five pages. Offerors must provide 1–3 relevant projects performed within the last three years, identifying scope, complexity, and contract value. Davis-Bacon prevailing wage rates apply. Standard working hours are 0730–1630 Monday–Friday; contractors must obtain AF Form 103 Work Clearance Request approvals at least 30 business days before work commences. A Construction Site Plan, Contractor's Safety Plan, and Quality Control Plan with a qualified QC Manager (minimum five years construction experience, three years DoD project QC management) are required prior to construction. Daily housekeeping and dust mitigation are mandatory. Asbestos testing and abatement qualify as a differing site condition.
