About this file
This file is a Request for Information (RFI) Q&A document containing 112 questions and government responses related to the Silver Wings B308 renovation solicitation (FA309926Q0022) at Laughlin Air Force Base. The RFI addresses critical project clarifications across multiple disciplines including architectural, structural, mechanical, electrical, plumbing, fire protection, communications, and interior finishes work.
The project involves renovating a restaurant facility (Silver Wings) in Building 308, with an estimated budget range of $750,000 to $1,250,000. Key scope elements include kitchen reconfiguration with wall relocation to create additional prep space, dining area refresh with new flooring and finishes, installation of new kitchen equipment, replacement of ceiling tiles and window film, new data/communications infrastructure (Cat VI cabling for Point of Sale systems and monitors), electrical panel upgrades, mechanical system adjustments, and installation of solid surface finishes and wood-stained elements. The government clarified that no as-built drawings are available; contractors must rely on floor plans and site inspections for confirmation of existing conditions. Critical responses confirm that exterior patio work and thermostat replacement are out of scope, asbestos remediation qualifies as an unforeseen condition, buy-in to existing electrical/mechanical systems is permitted, and utility costs are covered by Laughlin AFB. The project requires RSMeans pricing submissions, site-specific permits per AF Form 103, compliance with base access procedures, and selection from government-approved submittals for wood finishes and materials. Project working hours are 7:30 AM–4:30 PM with prior approval required for extended hours.

| 58 | Controls | Will cybersecurity be required? | What systems are suspected to require cybersecurity? To the best of our knowledge, no part of the scope has a cybersecurity requirement |
| 59 | Communications | Will ISP & OSP communications be required? | We do not anticipate any Outside Plant. Inside plant might be required to reconnect the VoIP phone and the wireless access points in the dining area if the existing wiring is damaged. There may be commercial internet service provider cabling required for the Point of Sale systems and the security camera. This would fall under FSS/NAF. DR 47 FSS - Per SOW only Inside Plant (ISP) communications are required for this project. |
The contractor must run new data lines (Cat VI conductors) and conduits from the existing COMM box within the kitchen to the new locations for the Point of Sale (POS) stations and various monitors. This work is entirely contained within the Silver Wings restaurant space in building 308.
There is no mention of any Outside Plant (OSP) work. The contract does not require any trenching, laying of new cable between buildings, or modification of the main communication lines that feed the building. The scope is strictly limited to the internal wiring of the renovated area.
| 60 | Structural | Is there a raised floor in the area that we are working in? | To the best of our knowledge there are no raised floor panels to remove and any work on flooring must be done from the first floor ceiling access area. | 67 | Fire | Please confirm that the existing Fire Alarm system is not showing any faults. | as of 1 Jun 2026 there are no faults, alarms or reportable conditions |
| 68 | Communications | Please confirm that the Prime is only to install conduit, pull strings and boxes for the Data and Communications for the building end user to finish out the Data cabling and upgrades. | The 47 CS will not install cabling for this project, we recommend Inside Plant cabling (CAT6 with T568B wiring scheme) be added to the contract scope. The customer would need to coordinate cabling installation for commercial services (Point of Sale and security cameras). DR. 47 FSS - Yes, the contractor is required to provide, pull, and terminate the data cabling, delivering a complete and functional data connection to the specified locations, not just the infrastructure for future use. The customer (FSS) will not be finishing out the data cabling. |
| 69 | Fire | Will 3rd party inspections be required for removing and reinstalling of Fire Alarm devices or swapping out head for Sprinkler Systems? | A Fire Protection Engineer to shall be responsible for shop drawings and performing installation. An independent inspection shall be contracted to commission and witness final testing. |
| 71 | FFE | Is the Prime to provide and install the three monitors for the cooking section? | Contractor's responsibility - The SOW, under the "Kitchen Area" and "Electrical" subsection, states that the contractor shall: "Provide and install new data conductors and conduits for up to three monitors for the cooking section and food preparation section." |
| 72 | Fire | Are fire extinguishers and cabinets required? | Fire extinguishers & cabinets are existing. If relocated they need to meet code required coverage. |
| 73 | Interior Design | Please clarify what "The Contractor shall window blind fastener damage to the window frame and paint to match existing" is referring to. | Para. 2.4.8.5.2. edited to "The Contractor shall repair window blind fastener damage in the window frame and paint to match existing." |
| 74 | Interior Design | Are Window treatments (blinds) required for the dining area? | Per SOW - new window treatments or blinds are not a requirement for the dining area under the base contract. The contractor is only directed to remove and dispose of all existing window shades and blinds, repair any window frame damage left behind by the old fasteners, and install new protective window film with 99% UV protection. Because the SOW explicitly limits the new window scope to the protective film and does not contain a requirement to supply new blinds, the Prime is not responsible for installing new window treatments under the primary scope of work. |
| 75 | Interior Design | Will the Window Treatments be motorized or manuel? | Per SOW - New window treatments are not part of the mandatory base contract, but the Independent Government Estimate (IGE) lists an alternate option for "Mechanical Roll Down Shades." Any shades added under this alternate line item will be manually operated. |
| 76 | Interior Design | Will the Window Treatments be roll up blinds? | Per SOW - new window treatments are not included in the base contract, the project's cost estimate does list an alternate option for "Mechanical Roll Down Shades." These are the same as what you would call roll-up blinds. If this option is selected, the new window treatments will indeed be roll-up style shades. |
| 77 | Interior Design | How dark would the Govt like the window treatments to be? | Per SOW - the government has provided specific requirements for the darkness and color of the window film, which is a mandatory part of the contract. For the window film, the requirements are: |
Darkness: It must have 10% or greater Visual Light Transmittance (VLT). This means at least 10% of visible light must pass through. A lower VLT percentage results in a darker tint.
Color: The film must be Bronze in color.
The contractor is also required to provide samples of the film to the government for final approval.
| 78 | General | Please clarify what "All outside corners shall be preformed" means. | Line item is meant to describe a cove base requirement. Requirement moved in Amended SOW |
| 79 | Environmental | Is an existing hazardous Material Survey available for pricing the abatement portion of the project? | N/A |
| 80 | Architectural | Are As-Builts available for all scopes in the Silver Wings area? | See response on question 2 |
| 81 | Environmental | Is any mold visibly present? | No, if any mold growth is present during the project, recommendation is to remove and treat the mold using a bleach solution and then identifying and addressing moisture sources. Installation cannot perform mold testing, but we can perform air monitoring if necessary |
| 82 | General | Where is the laydown area to be locates? (Field, parking lot) | See attachment 1. Potential Haul Route, Laydown yard and staging area |
| 83 | General | How big will the laydown area be? | See attachment 1. Potential Haul Route, Laydown yard and staging area |
| 84 | Structural | In kitchen is there any mortar beds that need to be accounted for? | To the best of our knowledge there is a metal deck with light concrete over it, under the finished floor. No as-builts available to confirm. Contractor inspection required for confirmation |
| 85 | General | In UFGS 09 30 10 Tile spec’s call for crack isolation, is this something that need to be accounted for? | Was there something in the site visit that triggered this concern? Clarification required. Site investigation and design development will determine this requirement. |
| 86 | General | Will Dinning area get Roppe 4” cove base -577 Ginger bread? | See SOW para. 2.4.8.3.1.3. |
| 87 | General | Do we need to include any after works? | Please clarify, is this after hours or after project completion? |
| 88 | General | Just to confirm, only Hallway, Dining area, Elevator, and kitchen is getting new flooring. | Yes, your understanding is correct. Per SOW - the renovation project is limited to installing new flooring in the following areas only: the kitchen, the dining area, the adjacent second-floor hallway, and the elevator located within that hallway. The document provides specific types of flooring and installation requirements for each of these distinct areas. |
| 90 | FFE | Equipment Disposition - will any equipment stay, if so which components? What will the Contractors due with the existing FFE? Dispose off site, or take it to another location on base? If on base, where to? | Per SOW - the Contractor is required to protect and keep in place only the existing kitchen exhaust hood, the Gaylord cleaning system, and the COMM box on the kitchen wall. The Government (FSS) is responsible for the disassembly, removal, and relocation of all other existing kitchen equipment, dining room furniture, and the CCTV system, which requires the contractor to provide a 21-day notice to coordinate. The contractor is only responsible for the demolition and removal of construction-related debris (such as old millwork, flooring, and wall panels), which must be hauled off-site and disposed of at a state-approved landfill, as disposal of any contractor-demolished material on Laughlin Air Force Base is strictly prohibited. |
| 91 | FFE | Existing FFE to remain - For remaining chairs and tables who will remove them? If the contractor, where will the contractor take them for temp storage? Who will remove the wall plaques? Does the contractor need to re affix in the same location? | Per SOW - The Government is solely responsible for removing all existing dining room tables, chairs, and furniture; therefore, the contractor is not responsible for their handling, removal, or temporary storage. The contractor is responsible for preparing all wall surfaces for painting. This standard practice implies the contractor will remove any items on the walls to complete the painting work, but there is no requirement in the SOW for the contractor to re-affix or reinstall any wall plaques once painting is finished. |
| 92 | General | What is the construction date of B308? | See SOW para. 1.2.1 |
| 93 | Architectural | Did the Base Architect measure the proposed new equipment to determine if it would fit within the eexisting space? | The equipment does not fit in the kitchen's existing configuration. Non-load bearing walls in the kitchen area can be reconfigured. See SOW para. 2.4.7.6.1 |
| 94 | General | If we add a new personnel entry door, does it need a window and a simple key pad lock? | Per SOW - the current renovation plan does not include the addition of a new personnel entry door. Instead, it directs the contractor to demolish an existing entrance to the cooking area and reconfigure it with a wall extension. |
| 95 | FFE | Does the new space need a Mop Sink? | Per SOW - the attached Furniture, Fixtures, and Equipment (FFE) list, a new mop sink is not a requirement for this renovation project. |
The SOW's plumbing section specifies that the contractor must provide lines and drains for the food service equipment detailed in the FFE list. After thoroughly checking this equipment list, I can confirm that it does not include a mop sink. Therefore, installing one is outside the current scope of work.
96 Communications Can we re-hang the TV or is new AV/IT required? Per SOW - "The Government (FSS) will remove the closed-circuit television before construction begins and re-install the closed-circuit television after work is complete." Therefore, the contractor is not responsible for re-hanging the existing TV.
However, the contract does require the installation of new AV/IT equipment. The contractor is responsible for providing and installing the following new components:
One new menu monitor for the service line section.
Up to three new monitors for the cooking and food preparation sections.
All associated new data conductors and conduits to support these new monitors and the Point of Sale (POS) stations.
In summary, the Government will handle the single existing TV, while the contractor must provide and install a completely new set of monitors as specified in the SOW.
97 Communications Is there any Comms required for a cmputer? Yes, absolutely. Per SOW - specific communications requirements to support the computer systems in the renovated space.
The SOW directs the contractor to provide and install the following:
For the two Point of Sale (POS) stations: The contractor must install two Category VI data lines and four electrical outlets for each station. These POS stations are the primary computers for taking orders and processing payments.
For the new monitors: The contractor must also install new data conductors and conduits for the new menu monitor and the three new monitors in the cooking/food preparation area.
Therefore, the project requires the contractor to install a significant amount of new data and communications infrastructure to support the computers and monitors in the new layout.
| 98 | Communications | Is the Point of Sale register connecected via WIFI or hard wired? | Per SOW - the Point of Sale (POS) registers must be hard-wired. The SOW explicitly directs the contractor to provide and install two Category VI data lines for each of the two POS stations. While modern systems often have wireless capabilities, the mandate for dedicated Cat VI cabling indicates that the Government requires a stable, secure, and physical network connection for these workstations. |
| 99 | Communications | Can we reuse existing conduit and cable trays? | Yes, the vendor may use existing conduit and cable trays. |
| 100 | Re ACM/LBP concerns - Are there past ACM/LBP studies that you can provide? | Please expand and clarify question | |
| 101 | General | Can we work nights or weekends to replace the hallway flooring or to move equipment? | See response on question 5 |
| 102 | Architectural | Can you provide Plumbing, HVAC and Electrical As-Built drawings for the area in question? | See response on question 2 |
| 103 | Fire | Is the existing HALON system remaining or is a new system required? | NO HALON ! Where is the issue for system coverage? There is no Halon System, however there is a Wet Chemical system and the pull station is on the wall that is to be moved. The pull station will need to remain on the wall or relocated within the authorized travel distance from the cooking appliances. See attachment 2. Image - Existing Panel |
| 104 | General | If we need to move the floor drains can we access the drains from the first floor? | Yes, but coordination with building occupants shall be arranged with a minimum of two weeks with no operation disruption |
| 105 | General | Can we use the Elevator to move equpment in and out? | No |
| 106 | General | Where can the contractor place their storage containers for ease of material access? | See attachment 1. Potential Haul Route, Laydown yard and staging area |
| 107 | General | Can the contractor utilize lift equipment to bring materials close to the entry points? (i.e. over the curb and on the sidewalk near the entry way to B308). | Yes. Contractor shall maintain egress between building B308 and B320, coordinate timeframes with Government prior to effort(s), submit a lift plan, and safety protocols within Safety Plan |
| 108 | General | Can we triple hat the job - ie. 1 competent person to be Super, QCM, and Safety | See response on question 2 |
| 109 | Architectural | Need AS-Builts on Exhaust Ventiltion. Will the air changes increase as a result of the new equipment? | See response on question 2 |
| 110 | General | How many personnel does the facility serve in a day? | 100 to 150 customers |
| 111 | General | What is the max occupancy load of the facility? | Fire Project Engineer to calculate |
