The project scope encompasses approximately 1,600 square feet of restaurant renovation (kitchen, dining, and service areas) plus 600 square feet of second-floor hallway flooring within Building 308. The contractor must deliver complete 100% design documents ready for construction (IFC) plus full construction execution. Design phases are required at 15% (conceptual with three layout courses of action), 65% (intermediate), 95% (pre-final), and 100% (final) stages, with designs compatible to AutoCAD 2020 in imperial units and one-to-one scale. Specific technical requirements include electrical system upgrades (new POS stations with Cat VI data and 120v outlets, menu monitors, kitchen monitors), plumbing for food service equipment with fire suppression minimization, HVAC diffuser/vent replacement, commercial kitchen-grade non-slip ceramic tile flooring with epoxy grout, stainless steel wall panels behind stove, fiber-reinforced panels in cooking section, PVC panels in service areas, recessed LED lighting, and millwork demolition and replacement. The dining area requires luxury vinyl tile flooring with wood appearance, column staining, and a knuckle bar with 110v power and Qi2 wireless charging. The hallway requires vinyl composition tile flooring with specific product specifications (Armstrong Flooring 57502 Café Latte, Roppe cove base 577 Ginger Bread). All work must comply with UFC standards, NFPA codes, ABA/ADA accessibility requirements, and AFMAN 48-147 Tri-service Food Code.

The project contains three Notice to Proceed phases: NTP #1 for design (245 calendar days), NTP #2 for material procurement and equipment delivery (91 calendar days), and NTP #3 for construction (77 calendar days), totaling 413 calendar days. Design submittals must follow a detailed schedule with government review periods of 14-21 calendar days. The contractor must perform asbestos testing and abatement as a differing site condition, maintain daily housekeeping, provide dust mitigation, and replace affected HVAC filters upon completion. Required consultants include a Qualified Fire Protection Engineer and a Food Service Designer with military installation experience. Key submittals include site investigation reports, construction cost estimates (Class 5, 3, and 1), design calculations, specifications, construction schedules, submittal registers, and as-built documentation in PDF and CAD formats. The contractor must coordinate site visits with the Contracting Officer, attend kick-off and pre-construction meetings, participate in biweekly status meetings, provide meeting minutes within three business days, and execute final DD Form 1354 transfer and acceptance documents.
