About this opportunity
Fermi Forward Discovery Group, LLC is seeking a contractor for the MW-D1 Replacement Project at Fermi National Accelerator Laboratory in Batavia, Illinois, which involves sealing and abandoning an existing 40-foot deep monitoring well with malfunctioning PVC casing and installing a replacement well within 10 feet of the original location. The Department of Energy's Fermi National Accelerator Laboratory is the procuring agency, requiring contractors to have five years of environmental drilling experience and demonstrate technical competence in groundwater monitoring well installation. Key requirements include compliance with Real-ID regulations for all personnel accessing the site, submission of detailed safety plans, personnel qualifications, and various compliance documents including insurance certificates and injury data questionnaires. The procurement will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, with proposals due July 3, 2025, at 4:00 PM CST. A mandatory site visit is scheduled for June 18, 2025, at 10:00 AM, with access request forms required by June 16, 2025, and questions accepted until June 25, 2025.
This procurement is designated as a 100% small business set-aside under NAICS code 238990 (All Other Specialty Trade Contractors) with a small business size standard of $19.0 million. No incumbent contractor is specifically identified in the solicitation materials, and while no specific contract value is disclosed, the project scope suggests a specialized environmental drilling contract of moderate scale. The work must be completed within 75 calendar days from the Notice to Proceed, with specific milestones including material submittals due within 21 days and punch list completion by 60 days. Performance will occur at the Fermi National Accelerator Laboratory site in Batavia, Illinois, specifically within the Tevatron ring area at the former Central Utility Building tile field location. The project involves both the replacement of the primary monitoring well and restoration of concrete pads at four existing monitoring wells, all within a high-quality restored prairie environment that requires careful environmental protection measures.
